Iran says will hold nuclear talks with France, Germany, UK on Friday

Iran said on Sunday that it would hold nuclear talks in the coming days with the three European countries that initiated a censure resolution against it adopted by the UN’s atomic watchdog.

Foreign ministry spokesman Esmaeil Baghaei said the meeting of the deputy foreign ministers of Iran, France, Germany and the United Kingdom would take place on Friday, without specifying a venue.

‘A range of regional and international issues and topics, including the issues of Palestine and Lebanon, as well as the nuclear issue, will be discussed,’ the spokesman said in a foreign ministry statement.

Baghaei described the upcoming meeting as a continuation of talks held with the countries in September on the sidelines of the annual session of the UN General Assembly in New York.

On Thursday, the 35-nation board of governors of the UN’s International Atomic Energy Agency adopted a resolution denouncing Iran for what it called a lack of cooperation.

The move came as tensions ran high over Iran’s atomic program, which critics fear is aimed at developing a nuclear weapon — something Tehran has repeatedly denied.

It also came after IAEA head Rafael Grossi returned from a trip to Tehran, where he appeared to have made headway.

During the visit, Iran agreed to an IAEA demand to cap its sensitive stock of near weapons-grade uranium enriched up to 60 per cent purity.

In response to the resolution, Iran announced it was launching a ‘series of new and advanced centrifuges’.

Centrifuges enrich uranium transformed into gas by rotating it at very high speed, increasing the proportion of fissile isotope material (U-235).

‘We will substantially increase the enrichment capacity with the utilisation of different types of advanced machines,’ Behrouz Kamalvandi, Iran’s atomic energy organisation spokesman, told state TV.

The country, however, also said it planned to continue its ‘technical and safeguards cooperation with the IAEA’.

Iranian president Masoud Pezeshkian, in power since July and a supporter of dialogue with Western countries, has said he wants to remove ‘doubts and ambiguities’ about his country’s nuclear programme.

In 2015, Iran and world powers reached an agreement that saw the easing of international sanctions on Tehran in exchange for curbs on its nuclear program.

But the United States unilaterally withdrew from the accord in 2018 under then-president Donald Trump and reimposed biting economic sanctions, which prompted Iran to begin rolling back on its own commitments.

Tehran has since 2021 decreased its cooperation with the IAEA by deactivating surveillance devices monitoring the nuclear programme and barring UN inspectors.

At the same time, it has increased its stockpiles of enriched uranium and the level of enrichment to 60 per cent.

That level is close, according to the IAEA, to the 90 per cent-plus threshold required for a nuclear warhead, and substantially higher than the 3.67 per cent limit it agreed to in 2015.​

Iran plans to begin uranium enrichment using thousands of advanced centrifuges at its key nuclear facilities, Fordo and Natanz, the United Nations' International Atomic Energy Agency (IAEA) reported on Friday.

This development heightens concerns over Tehran's nuclear program as it continues enrichment close to weapons-grade levels.

According to the IAEA, Iran intends to use the new centrifuges to enrich uranium to 5% purity, which is significantly lower than the 60% it is currently producing.

The move suggests Tehran may still be open to negotiations with the West, even as uncertainties linger regarding how US President-elect Donald Trump will approach Iran after taking office. Trump previously withdrew the US from the 2015 nuclear accord in 2018, triggering regional tensions and a series of incidents.

The IAEA's report outlines Iran's plans to use advanced IR-2M, IR-4, and IR-6 centrifuges, which are capable of enriching uranium faster than the older IR-1 models that form the backbone of Iran's nuclear program.

Details on the number of centrifuges in each cascade remain unclear, though past configurations have included up to 160 centrifuges per cascade.

It is uncertain whether Iran has started feeding uranium into the centrifuges. However, by opting for 5% enrichment, Tehran retains leverage in negotiations while reserving the ability to escalate enrichment levels if talks stall. Enrichment at 90% is considered weapons-grade.

Since the US withdrawal from the 2015 nuclear deal, Iran has steadily expanded its nuclear activities, enriching uranium just below weapons-grade levels. While US intelligence agencies have not concluded that Iran has begun a weapons program, the country has restricted inspectors' access to nuclear sites and withheld answers about the discovery of nuclear material at other locations.

Despite the escalating tension, Iranian leaders in recent months, including Supreme Leader Ayatollah Ali Khamenei and President Masoud Pezeshkian, expressed openness to dialogue with the West. However, Iran's actions, such as launching attacks on Israel amid the ongoing Hamas-Israel conflict, complicate prospects for diplomacy.

EU diplomat Enrique Mora recently discussed the nuclear issue with Iranian officials, including Kazem Gharibabadi, amid criticisms of Europe's approach.

"With regard to the nuclear issue of Iran, Europe has failed to be a serious player due to lack of self-confidence and responsibility," Gharibabadi wrote.

For his part, Mora described having a "frank discussion" with Gharibabadi and another Iranian diplomat. Those talks included "Iran's military support to Russia that has to stop, the nuclear issue that needs a diplomatic solution, regional tensions (important to avoid further escalation from all sides) and human rights," he wrote on X.​

Iran, Britain, France and Germany were meeting in Geneva on Friday under a shroud of secrecy to discuss Tehran’s nuclear programme, amid surging tensions even before Donald Trump’s return to the White House.

In a rare show of discretion, the countries foreign ministries were providing no details on the topics to be discussed, or even the specific time and venue for the talks or how long they were due to last.

The stakes were laid bare in a warning from Britain’s foreign intelligence chief that Iran’s nuclear ambitions posed a major global security threat, despite its weakened position after setbacks dealt to allies Hamas and Hezbollah.

‘Iran’s allied militias across the Middle East have suffered serious blows,’ Secret Intelligence Service chief Richard Moore said in a speech in Paris. ‘But the regime’s nuclear ambitions continue to threaten all of us.’

Social media exchanges following a meeting in Geneva on Thursday between Iranian and European Union diplomats meanwhile hinted at the atmosphere ahead of Friday’s talks.

Enrique Mora, the EU’s second highest-ranking diplomat, described on X a ‘frank exchange’ with Majid Takht-Ravanchi and Kazem Gharibabadi, two deputies to Iranian foreign minister Abbas Araghchi.

He said the discussion had revolved around ‘Iran’s military support to Russia that has to stop, the nuclear issue that needs a diplomatic solution, regional tensions (important to avoid further escalation from all sides) and human rights’.

Gharibabadi also described the encounter on X as ‘frank’, decrying that ‘Europe has failed to be a serious player’ on the nuclear issue, after the Washington in 2018 broke off an international agreement and unilaterally reimposed sanctions on Tehran.

Iran’s deputy foreign minister for legal and international affairs also urged the EU to ‘abandon its self-centred and irresponsible behaviour’ on a range of issues including the wars in Ukraine and Gaza.

Friday’s meeting takes place in the context of extreme tension in the Middle East between Israel and Iran and its allies.

This week a fragile ceasefire took effect in Lebanon after a year of conflict with Israel which has dealt a heavy blow to Iran-backed Hezbollah, while Hamas is reeling amid the war still raging in Gaza.

And on January 20, Trump, who pursued a policy of ‘maximum pressure’ against Iran during his first term, returns to the White House.

Iran hopes to mend relations with Europe, while also maintaining a firm stance.

In an interview with The Guardian newspaper published Thursday, Araghchi warned that frustration in Tehran over unmet commitments, such as lifting sanctions, was fuelling debate over whether the country should alter its nuclear policy.

Friday’s talks have been overshadowed by the European countries teaming up with the United States to have Iran censured by the UN atomic watchdog for its lack of cooperation on nuclear issues.

The IAEA chiding provoked a defiant response from Iran, which slammed the move as ‘politically motivated’ and in response announced the launch of ‘new advanced centrifuges’ designed to increase its stockpile of enriched uranium.

This ‘is clearly going in the wrong direction’, a German foreign ministry spokesman told reporters Friday.

Iran insists on its right to nuclear energy for peaceful purposes, but according to the IAEA, it is the only non-nuclear-weapon state enriching uranium to 60 per cent.

The IAEA said in a report that Iran planned to install 6,000 new centrifuges at its sites in Fordo and Natanz, aimed at up to five per cent enrichment.

While far lower than the current levels it is enriching at, that is higher than the 3.67 per cent limit Tehran had agreed to in the landmark 2015 nuclear deal.

That deal between Tehran and major powers aimed to give Iran relief from crippling Western sanctions in exchange for limiting its nuclear programme to prevent it from developing a weapons capability.

Tehran adhered to the deal, but in 2018, during Trump’s first presidency, Washington unilaterally pulled out of that agreement and slapped heavy sanctions back on Iran.

For Tehran, the goal of Friday’s talks is to avoid a ‘double disaster’ scenario of renewed pressures from both Trump and European governments, according to political analyst Mostafa Shirmohammadi.​

I'm not one to dispute ki that sorta behavior is cringe af.

I am, however, quite offended, ki aap mujhe bhi us camp me daal rahay ho.. je kya baat hui ?

It should be quite obvious to anyone that Trump is going to be a yuge and tremendous factor for your beloved I-ran going fwd.

I remain quite sanguine about the near future but, he might come across as quite boisterous at times but at his core he a proper "talk softly but walk with a big stick" (or however that quote goes) sorta man.

He's not a neocon. Him stuffing his cabinet with some hard-nosed hawks is part of a two pronged political strategy.
