They playing good cop bad cop. They will not risk blowback from Russia and China. Directly.

Israel is already a pariah rogue state.

The UN SC will then do a window dressing denuking of Israel. Probably change in nationality status with it becoming a de facto US protectorate. Or even a bonafide state.
