One of the most challenging decisions any government leader must take urgently, often in a moment of crisis, with insufficient information, is to reveal a serious national security threat. When it involves activity by the government of an allied nation, it can be excruciating.
Every national intelligence agency in countries with significant South Asian populations has shared Intel for years about R&AW’s criminal behaviours in their country.
• U.S.: Intelligence community has concluded the murder of a Sikh activist, which they aborted, was ordered by then R&AW Chief Samant Goel, 2023.
• Australia: Intelligence agency accused India in 2017 of stealing defence technology and bribing politicians.
• Myanmar: Arms the military junta, 2024; provides intelligence assistance against democratic rebel leaders.
• UK: Leading Sikh activist admitted to hospital with serious blood poisoning, 2023; now being investigated.

The RCMP clearly believes that the threat posed by R&AW agents to Canadians is real and ongoing. This will probably be the end of the Indians’ lawless behaviour, at least at this level, for some time. Countries that have tried to nudge R&AW in private may now want to make it clear publicly that India’s behaviour is intolerable.
