That's because of the famous Pakistani-Afghani hospitality (mehmaan nawazi). Foreigners are treated like special guests but fellow countrymen are unsafe.

India (mainly north) has too many scammers loitering the streets in the typical touristy areas. This is not a problem peculiar to India. Thailand also sees frequent tourist scams. Even African and Arab illegals in Europe try to scam you.

Tourism is not new to India. We have had foreign tourists coming in for decades. There might even be tourist fatigue in many areas. So we don't go out of our way to please foreign tourists. Pakistan has only seen foreign tourist arrivals in recent years so there is a lot of curiosity around them. Hospitality to me is a much larger concept than just showing large heartedness by offering to pay for meals and such. There are communities which are not very chatty and outwardly friendly to foreigners, but they do their bit by being professional and maintaining a certain distance from tourists. South India is one such example. Their hospitality is not in-your-face, but it is predictable, professional and non intrusive.

Many years ago I watched an interview of an Arab woman in US. She had recently migrated. She made a point that the excessively warm hospitality shown by Arabs to western tourists is misleading. She said that women are treated like *&*&*&*& at home. They are baby making machines and are expected to look good all the time. These same men who delight foreign tourists in the street are completely different men at home.
