The equation in Pakistan is clear. The military decides what it wants, and gets the budget (big or small) for it. Then it works around it. In India babus and gormint decides what military should get and from whom. And it changes every 5 years. So no supplier treats us seriously. We will forever have to live with this khichdi of thought process. The bamman wastes too much time in analysis paralysis, the baniya only wants ROI. Together it is a disaster of a procurement strategy.
