Surely any country which has Nukes and delivery systems capable to hit country of his Target can do it. However, retaliation will come. Is Pakistan ready for that. Israel has very effective multiplayer BMD. There are far more Chances of Israel intercepting Pakistani missiles. Pakistan Has no credible BMD. Pakistan's air defence is very poor.
