Some parties are efficient in handling conflicts. Some parties are inefficient. But regardless of which party is in power, Pakistan is no match to India. 80 years of trying. So many wars. A small group committing targeted violence is terrorism.

A larger group committing wider scale violence particularly against the state is an insurgency.

A large nation sized population committed to violence and collecting arms and explosives to use against another larger chunk of your population is a civil war.
