The government should protect forests, rivers and biodiversity while adopting more sustainable approaches to development and environmental governance to attend to the criss of climate change that has intensified floods, landslides and droughts, write Raja Devasish Roy and Hari Purna Tripura

THE devastating floods and landslides in the Chittagong Hill Tracts, along with those in parts of Chittagong and Cox’s Bazar, are not simply natural disasters. They are a stark warning of the consequences of decades of environmental degradation and unsustainable development. As of July 16, 2026, more than 57 people had lost their lives. Thousands of families were displaced, while homes, crops, roads, bridges, schools and other public infrastructure were severely damaged.

Yet this tragedy is neither isolated nor unprecedented. Every monsoon, the hill districts experience floods and landslides. During the dry season, the same region faces acute water shortages. These recurring crises point to a deeper environmental problem. They cannot be solved by emergency relief or rebuilding damaged infrastructure alone.

Bangladesh must rethink how development has been pursued in the Chittagong Hill Tracts. It must protect the region’s forests, rivers and biodiversity while recognising that Indigenous knowledge and practices offer valuable lessons for living with nature rather than exploiting it.

Human-made dimensions of ‘natural’ disasters

CLIMATE change has undoubtedly made floods, landslides, droughts and erratic rainfall more frequent and intense. But climate change alone does not explain why the Chittagong Hill Tracts has become increasingly vulnerable. Research shows that decades of deforestation, indiscriminate hill cutting, poorly planned infrastructure, rapid urbanisation, in-migration from the plains and the gradual erosion of Indigenous environmental stewardship have steadily weakened the region’s ecosystems. These disasters are, therefore, not only the result of climate change but also the consequence of decades of environmental degradation caused by misdirected development interventions.

The roots of this crisis stretch back to the colonial period. The British government delineated vast swathes of the region’s natural forests as ‘reserved forests’ without the participation or consent of Indigenous communities. It created monoculture teak (Tectona grandis Linn) plantations, whose seedlings or saplings were imported from Myanmar, restricted customary rights and displaced many forest-dependent Indigenous families, thereby contributing to resource crises in non-reserved forest areas too. Except for the Sangu Reserved Forest, most reserved forests were later converted into teak and other monoculture plantations, prioritising commercial timber production over conservation.

This approach continued during both the Pakistan and Bangladesh periods. During the Pakistan period (1947צ1971), the construction of the Kaptai Dam displaced nearly 100,000 people, most of them Indigenous Chakmas, as well as some valley-dwelling Bengali wet-rice farmers and shopkeepers. Many lost their ancestral lands and were forced to seek refuge in India and Burma (now Myanmar). After Bangladesh’s independence, more than 400,000 Bengalis from the plains were settled in the Chittagong Hill Tracts as part of state efforts to address the region’s political conflict during the 1980s. Most settlers had little knowledge of the hills’ fragile landscapes, forests and ecosystems. The same was largely true of many political leaders, military and civilian bureaucrats and other state actors responsible for planning and implementing development and ‘security’ measures in the region. Together, these policies reshaped both the environment and the political landscape of the Chittagong Hill Tracts, placing unprecedented pressure on its land, forests and ecosystems, while deepening Indigenous dispossession, enabling impunity for human rights violations and leaving longstanding land conflicts unresolved.

In recent decades, the Chittagong Hill Tracts has witnessed a rapid expansion of tourism resorts, dams, roads and highways (including the ongoing 1,036-kilometre-long ‘border road’ project), culverts and other infrastructure projects. While improved connectivity and economic development are undoubtedly important and desirable, many of these initiatives have proceeded without adequate assessment of their environmental, ecological and socio-cultural impacts. In many cases, they have also failed to respect the principle and right of Free, Prior and Informed Consent of Indigenous peoples and have been implemented with no compensation at all, or at best, with inadequate compensation or rehabilitation for the affected communities, most of whom are of Indigenous origin. Moreover, many projects have been designed according to standards suited to the plains, with little regard for the hills’ distinct geographical, ecological and socio-cultural characteristics, as well as customary land and resource regimes. Consequently, they have accelerated displacement, deforestation and biodiversity loss; disrupted natural drainage systems; and heightened the risks of landslides, flash floods, water scarcity and other environmental hazards.

Why protecting nature in CHT matters

PROTECTING nature in the Chittagong Hill Tracts is not only about conserving the hill forests or reducing disaster risks. It is about protecting Bangladesh’s water, food, economy and long-term development. The hill districts contain about 43 per cent of the country’s forests and nearly 80 per cent of its biodiversity. As these forests and ecosystems disappear, Bangladesh loses one of its most valuable natural resources.

The Chittagong Hill Tracts is also the source of many rivers and streams, some of which flow through the region from neighbouring countries. Unlike in the plains, however, the total volume of water in rivers originating in Bangladesh is much greater than that of foreign-origin rivers. Together, these rivers and their tributaries sustain agriculture, fisheries, industries and drinking water supplies. Rivers such as the Karnaphuli, Halda, Sangu and Matamuhuri have long connected Indigenous communities in the hills with Bengali communities in the plains through shared ecosystems, navigable waterways, livelihoods, markets and economic interdependence.

Bangladesh’s economy is inseparable from the ecological health of the Chittagong Hill Tracts. The Karnaphuli River, for example, is vital to the navigability and continued operationality of Chittagong Port, the country’s principal seaport. Likewise, the Halda River — the only natural spawning ground for major carp species in South Asia — is a cornerstone of Bangladesh’s fisheries. According to Dr Md Manzoorul Kibria, a noted Halda River researcher, the river provides an estimated annual economic value of around Tk 20,000 crore through fisheries, drinking water supply for Chittagong city and other ecosystem services. It is also one of the world’s most important remaining habitats for the endangered Ganges River dolphin (Platanista gangetica). What, however, is little known and acknowledged even less is that the conservation of the Halda River’s banks and watersheds depends to a significant extent on the upper riparian Indigenous bamboo-farming communities of the Fatikchari and Dabbua unions in Rangamati and Khagrachari districts and those further upstream in the hill districts.

The message is clear. If the forests and rivers of the Chittagong Hill Tracts continues to decline, Bangladesh’s water security, fisheries, Chittagong Port and economic resilience will all suffer. Protecting nature in the Chittagong Hill Tracts is, therefore, not simply an environmental responsibility — it is essential to Bangladesh’s prosperity, resilience and its sustainable future.

Redefining relationship with nature

This statement captures the Indigenous understanding of the reciprocal relationship between people and nature. It also reflects the ecological crisis created by dominant development models, which have made Indigenous stewardship of forests and biodiversity more important than ever.

For Indigenous peoples, caring for nature extends far beyond forest management. Rivers, mountains, forests, ancient trees, caves and rocks are not merely parts of the landscape; many are regarded as sacred and are deeply woven into cultural identity, spirituality and everyday life. Guided by spiritual tenets and traditional cosmologies, Indigenous children from different ethnic communities are taught from an early age never to defecate or urinate in water bodies, avoid building houses or cultivating in designated ecologically fragile landscapes, refrain from harming animals and other wildlife during mating and birthing seasons and avoid taking animal or plant resources beyond their needs of consumption. Water and earth are often revered as life-giving mothers, while certain trees, caves and rocks are believed to be the dwelling places of spiritual beings. This worldview is founded on reciprocity, respect and coexistence rather than domination.

These values are reflected in the way Indigenous communities manage their forests. The village common forest system is one of the most remarkable examples of community-led conservation of the Chittagong Hill Tracts. The system, known as mauza reserves under the premier Chittagong Hill Tracts law, the Chittagong Hill Tracts Regulation 1900, have recently been acknowledged in the 2025 National Forest Policy. Governed through customary institutions and collective decision-making, many common village forests have been recognised by the Forest Department and researchers as examples of effective forest conservation, biodiversity protection and water-source management, often achieving better outcomes than conventional state-managed forests. The streams and springs protected by Indigenous communities continue to provide drinking water, sustain agriculture and support local livelihoods.

The same philosophy also shapes Indigenous livelihoods. Before clearing land for swidden or jum cultivation, farmers traditionally seek permission from nature. Before burning a field, they pray for birds and animals to move safely away. The first harvest is offered to nature before it is consumed by people. Although formal education, changing livelihoods, state policies and dominant development models have gradually weakened many of these traditions, Indigenous knowledge and customary institutions continue to offer valuable lessons for conserving forests, biodiversity and water resources — not only in the Chittagong Hill Tracts but across Bangladesh. To ensure that such knowledge is maintained and used for the benefit of all, it is equally important to support these peoples’ efforts to protect their languages and scripts, spiritualities, political and social integrity and socio-economic well-being, with their Free, Prior and Informed Consent.

Conclusion

THE recent disasters in the Chittagong Hill Tracts remind us that building resilience requires far more than emergency relief and post-disaster rehabilitation. While climate change has intensified floods, landslides and droughts, decades of environmentally destructive development and the erosion of Indigenous stewardship have made the region increasingly vulnerable. Addressing this crisis requires protecting forests, rivers and biodiversity while adopting more sustainable approaches to development and environmental governance. Equally important, Indigenous knowledge, customary institutions and cultural values need to be recognised as practical resources for environmental stewardship. Given the vital importance of the Chittagong Hill Tracts to Bangladesh’s environment and economy, protecting nature in the region is not simply a regional or environmental concern; it is a national imperative for safeguarding the country’s ecological security, economic prosperity and climate-resilient future.

Climate crisis is an economic crisis

FOR years, climate change was viewed primarily as an environmental concern. In Bangladesh, that distinction has disappeared. Intensifying cyclones, prolonged floods, riverbank erosion, saline intrusion, heatwaves and erratic rainfall are no longer simply altering the country’s physical landscape; they are reshaping its economy. Climate resilience is therefore no longer just an environmental agenda but one of Bangladesh’s most pressing economic priorities.

Bangladesh contributes only a negligible share of global greenhouse gas emissions, yet remains among the world’s most climate-vulnerable countries. This imbalance is rightly described as a matter of climate justice. It is equally a matter of economic resilience. The countries least responsible for the climate crisis are paying the highest economic price, putting decades of development gains at risk.

The country’s vulnerability stems largely from its geography. As one of the world’s largest delta systems, Bangladesh has long relied on the Ganges, Brahmaputra and Meghna rivers to sustain agriculture, fisheries, inland transport and rural livelihoods. Today, these same natural assets are becoming sources of economic risk. Rising sea levels, shifting river courses, unpredictable monsoons and increasing salinity are reducing agricultural productivity, threatening freshwater supplies and weakening the ecological foundations of growth.

The effects are no longer confined to vulnerable coastal or rural communities. Climate shocks now reverberate through supply chains, labour markets, public finances and investment decisions. Farmers face declining yields and rising production costs. Fishing communities contend with changing ecosystems and dwindling catches. Families displaced by river erosion lose not only their homes but also productive assets accumulated over generations. Every disaster destroys capital, interrupts livelihoods and reduces future earning potential.

The consequences extend well beyond agriculture. Climate stress is accelerating migration to cities, particularly Dhaka, yet urban economies are struggling to absorb displaced populations into secure and productive employment. Many climate migrants enter the informal sector, where wages are low, jobs are insecure and access to housing, healthcare and social protection is limited. This is not simply an urbanisation challenge; it is a structural shift in Bangladesh’s labour market.

Despite these realities, climate-induced migration remains poorly integrated into national planning. People displaced by cyclones, river erosion or coastal degradation are still largely treated as temporary disaster victims rather than participants in a long-term economic transition. Future policy must recognise this reality by investing in skills development, employment generation, regional economic diversification and inclusive urban planning.

Climate variability is likely to intensify these pressures. Rising temperatures, erratic rainfall and recurring El Niño events threaten agricultural production while disrupting food storage, transport and distribution. Food security will increasingly depend not only on raising production but also on building resilient supply chains capable of withstanding climate shocks.

Bangladesh has earned global recognition for reducing disaster-related deaths through early warning systems, cyclone shelters and community preparedness. These achievements demonstrate what determined public investment can accomplish. Yet the next phase of climate policy must move beyond disaster management towards comprehensive economic transformation.

Resilience should become a guiding principle of national development. The Bangladesh Delta Plan 2100 provides an important strategic framework, integrating water management, river restoration, coastal protection, climate-resilient agriculture and sustainable urban development. However, ambitious plans alone will not deliver resilience. Success will depend on effective implementation, institutional coordination, adequate financing and evidence-based governance.

Climate considerations must therefore be embedded across government rather than confined to environmental agencies. Fiscal policy, industrial strategy, infrastructure planning, financial regulation, education, labour markets and public health all need to incorporate climate risk. Resilience should influence how budgets are allocated, how financial institutions assess investment risk and how businesses make long-term decisions.

The climate transition also presents significant economic opportunities. Global demand for renewable energy, sustainable agriculture, green technologies and circular economy solutions continues to expand. Bangladesh is well positioned to develop climate-smart manufacturing, green infrastructure, sustainable food systems and low-carbon industries. Adaptation should not be viewed merely as a defensive response to climate risks. Properly managed, it can become a driver of productivity, innovation, employment and export competitiveness.

Achieving this transformation will require stronger international cooperation. Developing countries cannot finance adaptation while simultaneously pursuing inclusive growth without greater external support. Expanded access to concessional finance, technology transfer, blended investment and the effective operationalisation of the Loss and Damage Fund will be essential. Climate finance should be recognised not as aid but as an investment in global economic stability.

Bangladesh’s experience offers an important lesson for other developing economies. Climate change is no longer simply altering weather patterns; it is reshaping comparative advantage, investment priorities and the geography of economic opportunity. The key policy question is no longer how to respond after disasters occur, but how to redesign economic systems before climate risks become irreversible.

Protecting rivers, wetlands and coastal ecosystems is therefore not merely an environmental objective. It is an economic necessity. These natural assets underpin food security, employment, investment and long-term growth. Bangladesh has repeatedly demonstrated remarkable resilience in the face of adversity. Its next development milestone will depend on whether it can transform climate vulnerability into economic strength. If it succeeds, the country will not only adapt to climate change but also provide a model for climate-resilient development in the twenty-first century.

Inside the shrinking world of Bengal tigers

In the Dhaka of the 1960s, when Archer Blood served as the US consul general from his office at Adamjee Court in Motijheel, conversations at his evening gatherings often turned to tigers.

They were not the stuff of distant folklore, but a real and present danger stalking the outskirts of the city.

‘There were a great many tigers, and they were causing trouble. They lost about ten people a month to the tigers,’ his wife, Meg Blood, recalled in The Blood Telegram, a book by Gary J Bass.

Best known for exposing US support for the Pakistani military during the 1971 genocide in Bangladesh, the book also captures a startling glimpse of a time when the Bengal tiger’s range extended far beyond the forest to which it is now largely confined – the Sundarbans.

According to the 2024 National Tiger Census released by the Bangladesh Forest Department, an estimated 125 adult Royal Bengal tigers currently inhabit the Sundarbans, a slight recovery from 114 in 2018. But set against the roughly 440 tigers recorded in 2004, the population remains critically depleted, the result of decades of poaching and habitat loss.

On International Tiger Day, the number offers a stark reminder that the species’ modest recovery still leaves Bangladesh with fewer than one-third of the tigers it had just over two decades ago.

Snares set by deer poachers have emerged as one of the gravest threats to Bengal tigers. One recent rescue illustrates the dangers these threats now pose.

Just weeks ago, a tiger that had been caught in a deer snare was released back into the wild after six months of rehabilitation.

On January 3, 2026, the 11-year-old female Bengal tiger was caught in a snare set by deer poachers near Sharkir Khal in the Chandpai Range of the eastern Sundarbans, suffering deep wounds. A specialised Forest Department response team reached the site the following day and rescued the tigress.

After six months of rehabilitation, the tigress regained her mobility and returned to her natural habitat in the Sundarbans on July 12, near the Andharmanik Ecotourism Centre.

Her story is not an isolated one. Poaching remains a critical danger to wildlife across the mangrove forest, as hidden traps originally set for smaller animals frequently double as lethal secondary hazards for Bengal tigers.

‘These snares pose severe injury risks and potential fatalities for the endangered animal,’ said Dr Nasir Uddin, president of the Bangladesh Biodiversity Conservation Federation.

Between May 2025 and April 2026, the forest department’s operations across the Sundarbans recovered around 114,553 feet of deer-hunting traps, along with other snares.

But the recoveries have been far from uniform across the Sundarbans. Dr Nasir pointed to a stark disparity, noting that while large quantities of snares had been recovered in some parts of the forest, almost none had been seized in the West Sundarbans.

‘So how should we interpret this? Either such crimes are not occurring in that part of the forest, or monitoring and law enforcement there are inadequate,’ he said.

Enforcement, too, has struggled to break the cycle. According to the Forest Department, 377 people were arrested in drives conducted across the Sundarbans over the past year. Yet most are released on bail soon afterwards, and many return to the forest to poach deer.

‘Almost everyone has been granted bail, with only one person still in custody. Those released on bail often return to deer poaching and commit the same offence again,’ said divisional forest officer Md Rezaul Karim Chowdhury.

According to a study published in Conservation Science and Practice, the country has emerged as a key transit and supply hub, funneling illegal tiger parts to 15 different nations.

‘Although pirate activity had subsided for a few years, various groups have recently re-emerged in the area,’ said Monirul H Khan, a wildlife expert and professor in the Department of Zoology at Jahangirnagar University.

Alice C Hughes, a conservation ecologist and professor at the University of Melbourne, frames the problem in terms of demand rather than supply alone. ‘As long as there is demand, supply will continue.’

Beyond poaching, a new threat surfaced as media reported that India is planning to fence its border along the Sundarbans for the first time, a move conservationists warn could have consequences far beyond politics.

‘It’s not a problem for the two countries; the biggest sufferers will be the Sundarbans on both sides,’ said A B M Sarowar Alam, a conservation biologist.

Tigers are territorial animals that move across large ranges, often crossing the porous, water-threaded border between the Bangladesh and Indian sections of the Sundarbans. A physical barrier, experts fear, could fragment an already shrinking habitat and cut off movement corridors the tigers depend on.

Climate change presents perhaps the gravest long-term threat of all. Research by Colby Loucks, vice president and deputy lead for the Wildlife Program at the World Wildlife Fund, warns that without immediate efforts to curb greenhouse gas emissions and bolster the Sundarbans’ resilience, the region’s tigers could soon share the fate of Arctic polar bears that are victims of climate-driven habitat loss.

The process of translocating tigers to the Chittagong Hill Tracts is being considered due to issues of habitat in the Sundarbans.

Although recent evidence like a tiger pugmark suggests a past or present big cat presence in the region, experts say establishing a viable population requires extensive feasibility assessments.

‘A formal translocation project cannot be executed arbitrarily by independent organisations, it demands a structured, government-led initiative,’ said Sarowar Alam.

‘After the Sundarbans, Kasalong could be a habitat for tigers,’ he added.

Executing such a translocation, however, would require a multi-year strategy involving scientific surveys, prey density assessments, and habitat mapping.

For now, most experts agree that the more urgent task is stabilising what remains inside the Sundarbans itself. Dr Nasir emphasised that a decline in the deer population disrupts the food web and pushes tigers toward human settlements in search of prey.

Protecting the primary prey base, he argued, is therefore just as crucial as protecting the tigers themselves.

‘If we can ensure protection for the existing population, the number will naturally increase,’ he said.​
