India's foreign minister Subrahmanyam Jaishankar will not discuss bilateral relations when he visits Pakistan this month, the first such visit in nearly a decade, for the Shanghai Cooperation Organisation summit.

"I expect there would be a lot of media interest because of the very nature of the relationship," Jaishankar said in response to a query at an event in New Delhi.

"But I do want to say it will be for a multilateral event. I am not going there to discuss India-Pakistan relations," he added.

On Friday, the Indian foreign ministry confirmed that Jaishankar will visit Pakistan to participate in the summit on Oct. 15-16 but did not say if he would meet any Pakistani leaders on the sidelines.

Relations between the two countries have gone through periods of thaw from time to time but have been largely frozen since they downgraded diplomatic ties in tit-for-tat moves in 2019.

Earlier this year, Jaishankar said that India would want to "find a solution to the issue of years-old cross-border terrorism" but added that it cannot be the "policy of a good neighbour".

"I am going there to be a good member of the SCO but since I am a courteous and civil person, I will behave myself accordingly," he said.

This will be the first visit by a Chinese premier to Pakistan in 11 years, with key discussions expected to focus on strengthening economic cooperation. Security concerns have heightened after repeated attacks on Chinese nationals, leading to potential talks on joint security measures. Delegates from Russia and India have also confirmed their attendance for the meeting, which is set to begin on October 15.

ISLAMABAD: The visit of Chinese Prime Minister Li Qiang for the meeting of Council of Heads of Governments of Shanghai Cooperation Organisation (SCO) and bilateral engagements with Pakistan is on track despite recent terrorist attack in Karachi that killed two Chinese nationals.

Sources told The Express Tribune on Wednesday that there is no change in the planned visit of the Chinese prime minister to Pakistan next week.

There were uncertainties about the visit after terrorist attack outside the Jinnah International Airport killed two Chinese engineers. This was the second terrorist attack targeting the Chinese nationals in Pakistan. On March 26, at least five Chinese engineers were killed when explosive laden vehicle hit their bus in Besham. They were working on a Dasu Hydroelectric Power project.

The latest attack that, too, in Karachi shook both the Chinese and Pakistani authorities.

The sources said that was certainly an embarrassing moment for Pakistan that despite promises of ensuring a foolproof security for the Chinese nationals, the Karachi attack happened.

However, the sources said it was a relief that despite the attack the Chinese prime minister is coming to Islamabad.

This will be the first visit of any Chinese prime minister to Pakistan in 11 years. It comes at a crucial time when Pakistan is desperately seeking more help from Beijing to put the country’s economy on sustainable growth.

The visit is significant as both sides are working behind the scenes to sign a number of agreements to deepen their cooperation.

10,000-strong security to protect high-stakes SCO summit​

ISLAMABAD: The federal government has deployed more than 10,000 police and paramilitary personnel for the security of about 900 delegates who will arrive in Islamabad for the 23rd Shanghai Cooperation Organization summit to be held on Oct 15 and 16.

Police officials said the police and paramilitary personnel were deployed for the safety of delegations, routes, and venues to prevent any untoward incident during the high-profile summit hosted by Pakistan at the Jinnah Convention Centre.

The delegates will stay at different places in the capital located inside the ‘Red Zone’ or in the vicinity, as 14 locations in the capital have been arranged for their accommodation. Delegates from China, Russia, Tajikistan, Iran, Kyrgyzstan, Belarus, Uzbekistan, Turkmenistan, Mongolia, and India will arrive between October 13 and 15 and depart on October 17.

The vice president of Iran and the Indian foreign minister will also arrive in Islamabad for the moot.

124 vehicles to be deployed for motorcade; army to assist police, paramilitary personnel

Police sources said at least 6,643 officials of the capital police, 1,000 Frontier Constabulary (FC) personnel, 2,000 personnel of the Punjab Constabulary, and 888 Rangers personnel will perform security duties from October 13 to 17 in three tiers. They will be assisted by the military.

661 officials will perform duties with motorcades: 2,358 on routes, 2,358 will protect accommodations, 459 at the conference venue, 122 at the inner and intermediate cordons, 222 officials at different points in the high-security zone, and 37 officials in the parking area, and 72 people will perform duties in the control room.

124 vehicles for delegates

124 vehicles will be deployed for the motorcade, with 84 accompanying the heads of states, and 40 for other delegates. The officers said that 24 points on Route-I and 19 points on Route-II had been declared sensitive from the airport to the high-security zone. Besides, there are 21 sensitive points in the funnel area, they added.

According to officials, 24 points of Route-II are sensitive from the airport to the high-security zone and police officials deployed for protocol duties would be armed with SMGs.

Likewise, six and four places respectively have been declared ‘safe houses’ during the movement of VVIPs on Route-I and Route-II. 15 points on Route-I will be ‘plugged and blocked’ during the movement.

The Islamabad police, civil armed forces, and other law enforcement agencies are expected to perform their duties under the strict guidelines set out in the ‘Blue Book’ among other applicable SOPs.

According to the security plan, the security in-charges at the venue would work closely with the hotels’ management, the Foreign Office and others for the smooth movement of the delegations.

The in-charge will also supervise and brief personnel at entry points, rooftops, and pickets.

They will also ensure that armed private security guards are not deployed at hotels and other visiting venues.

No official shall be allowed to carry their mobile phone, bags, digital devices, or personal weapons.

According to the security plan, the cavalcade in-charge will be responsible for the parking formation as per the plan and check the turnout of cavalcade personnel.

Special cards will be issued to all cavalcade persons, and the VVIP car will be at a reasonable distance from the lead vehicle. In case of any outrage/mishap, the motorcade personnel will form a standing guard on the VVIP car to cover the four flanks, as an outer cordon.

The Special Branch will Install walkthrough gates at the venue and deploy officials to control access. It will also vet the staff working at the venues as well as the participants of the functions to be attended by VVIPs. All supervisory officers will restrict the entry of unauthorised persons to the high-security zone and around the venue keeping in view the current situation.

Meanwhile, the Punjab government has asked all the government hospitals in Rawalpindi to remain alert. According to a letter to the hospitals, the Punjab Specialized Healthcare and Medical Education Department said that the federal government asked them to make these arrangements ahead of the SCO moot.

Chinese Premier Li Qiang is scheduled to undertake a four-day bilateral visit to Islamabad from October 14 to 17 to meet Pakistan’s civil and military leadership, as well as attend the Meeting of the Council of the Heads of Government of the Shanghai Cooperation Organization (SCO), the Associated Press of Pakistan (APP) reports.

His visit comes just days after the Oct 6 suicide attack near Karachi’s Jinnah International Airport which killed two Chinese nationals and injured 11 others, including another Chinese citizen.

Prime Minister Shehbaz Sharif on Monday assured the Chinese of personally overseeing the investigation into the attack.

“After identifying those responsible for the incident as soon as possible, they will be brought to justice. Protection of life and property of our Chinese brothers in Pakistan is our first priority.

Three days after the attack, police registered a first information report (FIR) against leaders of the outlawed Baloch Liberation Army (BLA) and others. The separatist group had claimed responsibility for the attack, which also damaged 15 vehicles.

The police believe the BLA, allegedly with the assistance of a hostile foreign intelligence agency, aimed to sabotage Pakistan-China relations by targeting Chinese nationals, among other objectives.

China said on Thursday it would work with Pakistan to protect the safety and security of Chinese personnel and projects and institutions in Pakistan.

According to APP, Premier Li will be accompanied by ministers and senior officials including from the ministries of foreign affairs and commerce, the National Development and Reform Commission and the China International Development Cooperation Agency, according to a curtain raiser issued by the Foreign Office on Sunday.

Prime Minister Shehbaz Sharif and his Chinese counterpart will lead their respective delegations to comprehensively discuss all aspects of Pakistan-China relations, including economic and trade ties and cooperation under the China-Pakistan Economic Corridor (CPEC). The two sides will also discuss regional and global developments.

The Chinese premier will call on President Asif Ali Zardari and hold meetings with parliamentary leaders and senior military leadership of Pakistan. He will also attend the Meeting of the Council of the Heads of Government of the SCO, being held in Islamabad on October 15 and 16.

Premier Li’s visit to Islamabad is an expression of the importance attached by Pakistan and China to their “All-Weather Strategic Cooperative Partnership”, APP reported.

It will be an occasion for the two sides to reaffirm mutual support on issues of core interest, advance the high-quality development of CPEC, and reinforce regular exchanges on important regional and global developments, the reporte added.

As Chinese Premier Li Qiang arrived in Pakistan on Monday, Prime Minister Shehbaz Sharif expressed the hope that his Chinese counterpart’s four-day bilateral visit would be “productive”.

During his visit, Premier Li would also attend the much-anticipated 23rd Shanghai Cooperation Organisation (SCO) meeting of the Council of the Heads of Government (CHG), which is taking place on October 15 and 16 amid stringent security measures.

The government has announced a three-day public holiday in Islamabad, with schools and businesses shut, and large contingents of police and paramilitary forces deployed.

Li’s visit to Pakistan is said to be the first by a Chinese premier in 11 years, with the last one by Li Keqiang in May 2013.

India’s Minister for External Affairs Subrahmanyam Jaishankar arrived in Pakistan on Tuesday — the first such visit in nearly a decade — as the 23rd summit of the Shanghai Cooperation Organisation (SCO) is set to commence in the evening.

The SCO comprises China, India, Russia, Pakistan, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus — with 16 more countries affiliated as observers or “dialogue partners”.

Pakistan became a full member of the SCO at its 2017 summit in Kazakhstan, which was attended by ex-PM Nawaz Sharif, who recently also expressed the hope for reviving ties with India.

In his capacity as the current Chair of the Council of the Heads of Government (CHG), Prime Minister Shehbaz Sharif will preside over the summit.

State-run PTV showed images of Jaishankar being greeted by Pakistani officials on the runway after his plane touched down near the capital Islamabad just before 3:30pm.

Jaishankar would “represent India at the meeting”, his foreign ministry said on Tuesday, adding that the country “remains actively engaged in the SCO format”.

“Even though it won’t be a fleeting visit as was previously thought, Jaishankar will likely spend not more than 24 hours in Pakistan before flying back to India,” Times of India reported.

From China, Premier Li Qiang will be attending the summit, with his visit to Pakistan being the first by a Chinese premier in 11 years.

China, Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan will be represented by their prime ministers while Iran’s First Vice President Mohammad Reza Aref will be attending the summit, the Foreign Office has said.

PM Luvsannamsrain Oyun-Erdene of observer state Mongolia and Foreign Minister Rashid Meredov of special guest Turkmenistan will also participate in the meeting.

Around noon today, Kyrgyz premier, Chairman of the Cabinet of Ministers Akylbek Japarov, arrived at the Nur Khan Airbase, where he was received by Petroleum Minister Musadik Malik, PTV News reported.

Top-notch security​

With the arrival of foreign top officials, the security agencies are determined to prevent any disruptions and have amped up security in Islamabad.

The Army has already been called in to provide security for the event, as well as key government buildings and the Red Zone. Rangers have already been deployed in the capital.

Many businesses and routes in the federal capital and its twin city, Rawalpindi, have been closed due to safety concerns.

Pakistan has completed all preparations for the 23rd Shanghai Cooperation Organisation (SCO) summit, set to begin in Islamabad today.

The 23rd Meeting of SCO Council of Heads of Government (CHG) will be held on 16 October 2024 in Islamabad under the chairmanship of Pakistan Prime Minister Shehbaz Sharif who will also deliver the opening address.

Among those attending are the prime ministers of China, Russia, Turkmenistan, and Tajikistan, as well as India’s foreign minister, with delegations from seven other member states also taking part.

Chinese Prime Minister Li Qiang arrived in Islamabad earlieron Monday, while other dignitaries are expected to land later today and early tomorrow.

Russian Prime Minister Mikhail Mishustin is scheduled to arrive on the eve of October 16 and will participate in the CHG summit on Wednesday.

Delegations from Turkmenistan, Tajikistan, and Kazakhstan will also attend, with Mongolia’s prime minister attending as an observer.

The summit will focus on the performance of the organisation, as well as strengthening cooperation and relations between member states.

In addition to the member states, Iran’s first vice president and India’s foreign minister will also join the proceedings.

Islamabad has been beautifully decorated for the two-day event, with electric lights and screens lining key routes.

The Red Zone is sealed off, with over 10,000 police officers deployed across the city. Security in the Red Zone remains under military control.

Moreover, the twenty-third meeting of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organization (SCO) is set to begin on Tuesday, bringing together regional leaders to discuss enhancing collaboration with a focus on trade, economy, and cultural linkages.

Delegates from participating countries have already started arriving in the federal capital, which has received a facelift with colorful lights, floral decorations, and flags and banners from SCO member states to welcome the dignitaries.

LED display screens have been installed at major intersections, which are also beautifully illuminated with lights and murals.

Landmarks across the city have been adorned with colorful lights and Pakistani flags, creating unique photo opportunities for citizens and content for social media.

Premier of the State Council of China, Li Qiang, along with a high-level delegation, has already arrived in the capital to attend the meeting and hold discussions with Pakistan's civil and military leadership.

The two-day meeting of SCO CHG, the second highest forum within the SCO, will be chaired by Prime Minister Shehbaz Sharif as the current chair of the Council.

Pakistan had assumed the rotating chair of the SCO CHG for 2023-24 at the previous meeting held in Bishkek on October 26, 2023 where the country was represented by then interim Foreign Minister Jalil Abbas Jilani.

Prime Minister Shehbaz Sharif engaged in multiple high-level bilateral meetings with regional counterparts during the Shanghai Cooperation Organization (SCO) summit held in Islamabad on Tuesday. The discussions aimed at strengthening cooperation in trade, investment, and regional connectivity between Pakistan and its Central Asian partners.

In a meeting with Tajik Prime Minister Qohir Rasulzoda, PM Shehbaz stressed the importance of enhancing bilateral collaboration across all spheres of shared interest, including trade, investment, energy, and regional connectivity.

He praised Tajikistan’s active participation in the SCO meeting and fondly recalled his productive visit to Dushanbe in July, 2023. PM Rasulzoda conveyed his appreciation for Pakistan's hospitality and thanked the country for allowing sugar exports to Tajikistan a step that will further boost bilateral trade.

On his X timeline, PM Shehbaz expressed his satisfaction with the positive trajectory of the relationship between the two countries and reaffirmed the commitment to strengthening ties.

Additionally, PM Shehbaz met with Belarusian Prime Minister Roman Golovchenko. The leaders discussed potential cooperation in the areas of trade, investment, agricultural machinery, and joint production of tractors.

Both leaders reiterated the need for sustained high-level exchanges to build on the positive momentum of bilateral relations. Golovchenko congratulated Pakistan on successfully hosting the SCO meeting and expressed Belarus' commitment to working closely with Pakistan under the "Shanghai Spirit."

Further highlighting Pakistan’s regional engagements, President Asif Ali Zardari met with Akyibek Zhaparov Usenbekovich, Chairman of the Cabinet of Ministers of Kyrgyzstan.

President Zardari highlighted expanding the bilateral trade volume by focusing on value-added products and strengthening economic ties through the Karachi and Gwadar ports. He also thanked Kyrgyzstan for its support of Pakistan’s election to the UN Security Council.

PM Shehbaz also reiterated Pakistan’s desire to deepen cooperation with Kyrgyzstan during his meeting with Chairman Akylbek Japarov.

Both leaders expressed satisfaction with the positive trajectory of bilateral relations, stressing the need to explore new areas of collaboration in trade, investment, and people-to-people contacts. Japarov also praised Pakistan’s hospitality and its successful organisation of the SCO meeting.

Moreover, Belarus' PM Golovchenko also met Chief of Army Staff (COAS) General Asim Munir in Islamabad on Tuesday, according to a statement issued by the military's media wing.

During the meeting, discussions were held on regional dynamics and the enhancement of bilateral security and defence cooperation between the two nations, the Inter Services Public Relations (ISPR) reported.

COAS reaffirmed Pakistan’s appreciation for Belarus’s contributions to global and regional affairs and expressed the desire to further strengthen the military partnership between both countries.

PM Golovchenko commended the Pakistan Armed Forces for their pivotal role in promoting regional peace and stability, and acknowledged their professionalism and sacrifices in the fight against terrorism, ISPR added.

Indian External Affairs Minister S. Jaishankar is in Islamabad to attend the Shanghai Cooperation Organisation (SCO) meeting, where he shared details of his engagements at the Indian High Commission.

Jaishankar posted photos on social media platform X, showcasing his morning walk and tree planting activities at the Indian High Commission in Islamabad.

Using the hashtag #Plant4Mother, he wrote about planting an Arjuna sapling at the High Commission, expressing his commitment to environmental initiatives.

In another post, he shared a photo from his morning walk with colleagues, stating, “Enjoying a morning walk with my colleagues in the High Commission campus.”

While addressing the SCO conference, Jaishankar asserted that true peace necessitates a firm stance against terrorism and extremism.

Earlier today, during his speech at the SCO summit, S. Jaishankar highlighted the importance of addressing challenges between neighbours through honest dialogue and cooperation.

Jaishankar congratulated Pakistan on assuming the chairmanship of the SCO Council of Heads of Government and assured India’s full cooperation throughout Pakistan’s tenure, according to Express news.

Jaishankar emphasised that one of the core objectives of the SCO charter is to promote mutual trust, friendship, and cooperation among neighbouring countries.

He urged that if relations between neighbours are not good, it is crucial to identify and address the underlying causes.

The Indian foreign minister reiterated that the SCO must focus on tackling terrorism, separatism, and extremism, three of the most significant challenges outlined in the organisation’s charter.
