Oh sure it is a loss. No denying that. Many in the IRGC have on the record admitted that Syria was lost years ago because Assad sahb had asked Iran to leave because the reconstruction money was not going to come from neither the west nor the GCC. His position in the axis was just nominal over the last many years and he refused to take action against neither turkey nor Israel, despite Iranian and Russian assurances for full on military and economic support.

Iran had lost faith in Assad years ago evident with his indecisions and negligence, which is why the IRGC saw a war not worth fighting and decided to cut its losses.
