France to provide Euro 300m budget support

Bangladesh has secured Euro 300 million in loan as budget support from France which will be disbursed over the next three years.

The France development partner-AFD on Monday confirmed the concessional loan through an agreement with the Economic Relations Division (ERD), a press release from the ERD said.

ERD Secretary Md Shahriar Kader Siddiky and AFD Deputy County Director for Bangladesh Cecilia CORTESE signed the loan agreement on Monday at ERD in Dhaka.

The Ambassador of France Marie Masdupuy was also present at the signing ceremony.

A senior ERD official said under a 3-year programme between the fiscal year (FY) 2023-24 and FY2025-26, Bangladesh will get Euro 100 million loans every year.

The AFD will also provide Euro 5.0 million as grants for building capacity of the different stakeholders involved in the implementation of the policy loan, the press release said.

France hopeful of Airbus deal finalisation with Bangladesh soon: envoy

French ambassador to Bangladesh Marie Masdupuy on Wednesday said that Bangladesh's deal with the Airbusโ€”one for purchase of aircraft for the Biman Bangladesh Airlines and the other for satellite systemsโ€”would hopefully be finalised soon as discussions to the effect were going on well.

She said that there would be a significant progress in the deal for purchase of 10 aircraft and earth-observation satellite systems from the Airbusโ€”the European multinational aerospace corporationโ€”during the Bangladesh prime minister's forthcoming visit to France.

The newly appointed Ambassador of France to Bangladesh, Jean-Marc Sรฉrรฉ-Charlet, has expressed Franceโ€™s readiness to initiate a new phase in its bilateral relations with Bangladesh, underscoring the strong alignment of interests between the two nations, particularly in the areas of democracy, development, and regional cooperation.

Ambassador Sรฉrรฉ-Charlet made the remarks during a courtesy call on Chief Adviser Professor Muhammad Yunus at the State Guest House Jamuna this afternoon, said Chief Adviserโ€™s Press Wing.

The Ambassador stated that Bangladesh stands at an important juncture as the nation approaches towards a historic national election. โ€œThis is a timely moment for France and Bangladesh to advance our partnership and expand our cooperation,โ€ he added.

Ambassador Sรฉrรฉ-Charlet, who assumed office earlier this month, highlighted Bangladeshโ€™s importance within Franceโ€™s Indo-Pacific strategy.

He noted that approximately 1.5 million French citizens reside in the Indo-Pacific region, accounting for nearly three percent of Franceโ€™s total population.

โ€œThe Indo-Pacific remains a region defined by openness and free movement. France sees significant potential for enhanced engagement with Bangladesh,โ€ Sรฉrรฉ-Charlet said.

The Ambassador expressed Franceโ€™s expectation of a peaceful and credible election in Bangladesh in February next and indicated that Bangladesh could benefit from Franceโ€™s experience in conducting elections under challenging circumstances.

As Bangladesh was heading to key general elections, he shared that some European nations have been confronted to orchestrated disinformation campaigns and efforts to create societal division in electoral context.

Ambassador Sรฉrรฉ-Charlet lauded the leadership of Professor Yunus, particularly in maintaining macroeconomic stability.

He reaffirmed Franceโ€™s willingness to support Bangladesh in its smooth transition from Least Developed Country (LDC) status and to expand collaboration in addressing climate change impacts.

โ€œFrance stands ready to assist Bangladesh in ensuring this transition proceeds as seamlessly as possible,โ€ he said.

Chief Adviser Professor Muhammad Yunus welcomed Franceโ€™s commitment, describing the country as a trusted and longstanding partner.

He briefed the Ambassador on the interim governmentโ€™s reform initiatives and preparations for the upcoming national election.

โ€œYour appointment comes at a pivotal moment as Bangladesh prepares for a historic election,โ€ the Chief Adviser said, expressing gratitude for Franceโ€™s consistent support for the interim governmentโ€™s priorities, including democracy, human rights, climate action, and inclusive development.

Professor Yunus also reflected on his longstanding ties with France and French organisations, forged during his many visits to the country before assuming the role of Chief Adviser.​

In the joint press briefing with Prime Minister Sheikh Hasina, he conveyed full endorsement of Dhakaโ€™s self-reliant trajectory backed by strong economic fundamentals and democratic continuity.

Cooperation in Climate Change

In a personal discussion with Prime Minister Sheikh Hasina during his September visit, Emmanuel Macron extended an offer of support from France to Bangladesh to cooperate on an energy transition. France, along with other European nations, has already undertaken similar endeavours with various developing countries, including South Africa and Indonesia. French Ambassador in Dhaka Marie Masdupuy has explained the reasons why her country wants to develop strategic partnership with Bangladesh as she faces a lot of questions.

"I was asked many times in the last months, why would France want to develop a strategic partnership with a country like Bangladesh whereas it already has strong strategic partners in the region?" she said while speaking at the French National Day reception she hosted at the embassy on Thursday.

"Many experts and journalists want to think itโ€™s all for purely commercial reasons, and are eager to mention the so-called Airbus deals and other equivalent trade perspectives. Of course, they are wrong and biased by our competitors," she said.

"Franceโ€™s eagerness to build up its relationship with Bangladesh is backed by the assumption that your country matters, that the fate and trajectory of your country do matter for the stability of this part of the world, at the heart of the Indo-Pacific region.

"Franceโ€™s vision for a Third Way in the Indo-Pacific is based on respecting the sovereignty and strategic autonomy of our partners. Hence our eagerness to support Bangladesh in acquiring its strategic autonomy, as President Macron recalled in his congratulatory letter to HPM (Sheikh Hasina) last January," the ambassador said.

"Our relationship has indeed never been thriving like it is now. Our political relations enjoy a high degree of confidence and mutual trust as shown by the historic visit of President Emmanuel Macron to Bangladesh last September. I think we can say our leaders do enjoy a special relationship," said Marie Masdupuy.

To fight against the impact of climate change, France will continue to support ambitious goals and will strive to convince those countries and interest groups who have not yet admitted that there is no Planet B!

"With Bangladesh, we will shortly adopt an Adaptation Pact, a tribute to your countryโ€™s pioneering role in crafting locally led adaptation solutions. In June next year, France will host a UN Ocean Conference, in Nice," she said.

"I look forward to the active participation of Bangladesh in it, to join hands for the conservation of the oceans. The depth of our relations is also a tribute to the impressive and successful efforts displayed by Bangladesh to build a resilient economy."

The ambassador also noted the growing interest of French companies in participating in this development path --- for instance in the ICT sector to support the initiatives taken by the government of Bangladesh and the state minister for ICT, who recently went to France on a fruitful official visit.

The recent inauguration of the France-Bangladesh Business Club will support this renewed bond, which could already be witnessed with the very successful joint Trade and Investment Summit held in France last October, she said.

"Our cultural relations are growing by the day. Our support to artists, on both sides, will be enhanced by a new scheme of residencies. Alliance Franรงaise in Dhaka will celebrate its 65th anniversary next October. We are actively preparing the launch in France of cultural events focused on Bangladesh in the spring of 2025," she said.

"Your students are more and more attracted to our universities. And our archaeological cooperation is actively involved in support of the rehabilitation of Bangladeshโ€™s cultural and historical legacy, like in Mahasthangarh.

"But itโ€™s a fact that our current world continues to be the theatre of unwelcome developments," she added.

"The whole world today continues to suffer from the consequences of Russiaโ€™s invasion of Ukraine. France, with its allies all across the planet, continues to support the Ukrainian people and will continue to do so, whatever it takes, until Ukraine wins this war," she said.

"France has been advocating for the respect of international humanitarian law and for the imposition of a real cease-fire, the only condition for peace talks to resume and result in the advent of an internationally recognized Palestinian State, peacefully coexisting with the State of Israel,โ€ she added.

The ambassador said: "It can be very depressing at times. The increasing number of conflict zones, the rise of populism and illiberalism, all this goes also hand in hand with the surge in disinformation. But we are resilient. And we do share a common will to freshen up and reinvent the core values of democracy.

"The values of liberty, equality and fraternity were not invented by the French Revolution, but were brought together at the time as a mobilizing motto. These three words are today an integral part of our national heritage," she said.

The French celebrate their national day with the symbol of the unity of our nation in promoting respect for those fundamental values of which we are proud."

"They symbolize France all around the world and constitute the DNA of the French Republic," she said.

With Paris hosting the Olympic and Paralympic games, the ambassador said, โ€œFrance is proud to host what is going to be the most iconic Olympic Games ever.โ€

โ€œThis has led us, here in Bangladesh, to discover your athletes and the importance of sports in building a more resilient, peaceful and modern society,โ€ she said.
