Strengthening bilateral military relations and achieving mutual defence objectives were the focus of the first Joint Committee Meeting on Defence Cooperation between Bangladesh and Saudi Arabia, which concluded at Dhaka Cantonment today.
The three-day meeting, held under the overall supervision of the Armed Forces Division (AFD), marked "a significant step forward in deepening military ties between the two brotherly countries," said the Inter Services Public Relations (ISPR) in a statement.
The talks aimed to enhance mutual relations, expand strategic cooperation, and coordinate key areas such as joint military training, education, defence industry, and military exercises.
Major General Hamed Rafi Al-Amri led the 15-member Saudi delegation, comprising military and civilian officials. Lt Gen SM Kamrul Hassan, principal staff officer of the AFD, headed the Bangladesh delegation.
Senior officers from both sides participated in the discussions, which were held in a spirit of fraternity, mutual respect, and cooperation.
Expressing hope for continued collaboration, Maj Gen Al-Amri said the two nations, bound by Islamic brotherhood, would continue working together in defence and other sectors.
He said he firmly believed that military cooperation would elevate bilateral relations to a new height and expressed optimism that the partnership would endure in the future.
In his concluding statement, Lt Gen Hassan thanked the Saudi delegation and all participants, including members of the media.
He described the meeting as an "important milestone" in the growing friendship between Bangladesh and Saudi Arabia.
On behalf of the Bangladesh Armed Forces, he expressed deep gratitude to King Salman bin Abdulaziz Al Saud and Crown Prince Mohammed bin Salman for their support in making the meeting possible.
He reaffirmed Bangladesh's commitment to mutual respect, brotherhood, and peace, and highlighted the love and reverence the people of Bangladesh hold for Saudi Arabia as the custodian of the two holy mosques and a contributor to global peace.
Wishing continued prosperity for both nations, he invited the Saudi delegation to visit Bangladesh again.
It was decided that the second session of the Bangladesh-Saudi Arabia Joint Committee on Defence Cooperation will be held in the third quarter of 2026, the release added.

The defence ministry has now sent the document – a copy of which has been seen by The Business Standard – to the Public Security Division, the foreign ministry, the Finance Division, and the Economic Relations Division for their final approval and opinions on the agreement.

Japanese military equipment manufacturers have shown interest in selling arms to Bangladesh for several years. Meanwhile, a delegation of Japanese military equipment manufacturers has visited Bangladesh.
Japan requested Bangladesh to sign the agreement during a foreign secretary-level meeting between the two countries held in Dhaka last June.
The United States has also been negotiating with Bangladesh for several years to sign specialised defence pacts – the General Security of Military Information Agreement (GSOMIA) and the Acquisition Cross-Servicing Agreement (ACSA). So far, Bangladesh has expressed interest in signing GSOMIA.
China and Russia remain the primary suppliers of arms to Bangladesh, which also imports weapons from neighbouring India.
As Bangladesh's financial capacity grows, the number of countries interested in selling arms to the nation has also increased. Countries such as Italy, Türkiye, Sweden, and France have been offering arms sales to Bangladesh.

A high level meeting between Bangladesh and Saudi armed forces has just taken place where cooperation in the field of joint military drill, defense production and exchange of training has been discussed. Saudi Arabia can help Bangladesh by building defense industry through technology transfer and investment.

এক দিনের সফরে তিনি অন্তর্বর্তী সরকারের প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূসের সঙ্গে সৌজন্য সাক্ষাৎ করবেন। পাশাপাশি তিনি সেনাবাহিনী প্রধান জেনারেল ওয়াকার-উজ-জামান, নৌবাহিনী প্রধান অ্যাডমিরাল এম নাজমুল হাসান এবং বিমানবাহিনী প্রধান এয়ার চিফ মার্শাল হাসান মাহমুদ খানের সঙ্গেও বৈঠক করবেন।
পররাষ্ট্র মন্ত্রণালয় সূত্র জানায়, এসব বৈঠকে দু’দেশের প্রতিরক্ষা বাহিনীর মধ্যে সহযোগিতা বাড়ানো, প্রশিক্ষণ, গবেষণা, সমরাস্ত্র কেনাসহ বিভিন্ন বিষয়ে আলোচনা হতে পারে।
ছাত্র-জনতার গণঅভ্যুত্থানে ক্ষমতাচ্যুত আওয়ামী লীগ সরকারের আমল থেকে ঢাকার সঙ্গে প্রতিরক্ষা সম্পর্ক বাড়ছে তুরস্কের। প্রতিরক্ষা সরঞ্জাম কেনার ক্ষেত্রে বৈচিত্র আনা ও একক নির্ভরতা কমাতে বাংলাদেশ তুরস্কসহ পশ্চিমের বেশ কয়েকটি দেশ থেকে সমরাস্ত্র কিনছে। এরই অংশ হিসেবে ২০২১ সালে তুরস্কের সমরাস্ত্রের চতুর্থ বৃহত্তম ক্রেতা ছিল ঢাকা। তখন ১০০ কোটি ডলারের সমরাস্ত্রের ক্রয়াদেশ দেয় বাংলাদেশ।
ডিফেন্স টেকনোলজি অব বাংলাদেশের (ডিটিবি) প্রতিবেদন অনুযায়ী, তুরস্কের অন্যতম প্রধান অস্ত্র প্রস্তুতকারক ও প্রতিরক্ষা ঠিকাদার রোকেতসান জুনে বাংলাদেশকে ৩০০ কিলোমিটার (১৮৬ মাইল) পাল্লার টিআরজি-৩০০ কাপলান ক্ষেপণাস্ত্র দিয়েছে।
তুরস্কের সংবাদ সংস্থা আনাদোলু এজেন্সি জানায়, সশস্ত্র বাহিনীর প্রতিরক্ষা হার্ডওয়্যার প্রস্তুতকারক প্রতিষ্ঠান বাংলাদেশ অর্ডন্যান্স ফ্যাক্টরিজ (বিওএফ) বিমান প্রতিরক্ষা ও ট্যাঙ্ক বিধ্বংসী ক্ষেপণাস্ত্র তৈরির প্রকল্প নিয়েছে। সক্ষমতা বৃদ্ধির মাধ্যমে ফোর্সেস গোল ২০৩০ অর্জন করা এ প্রকল্পের লক্ষ্য। এক্ষেত্রে তুরস্ক সহায়ক হতে পারে। এ ছাড়া বিগত সাত বছরে তুরস্কের তৈরি বারাক্তার টিবি-২ ড্রোনসহ অন্তত ১৫ ধরনের আধুনিক সমরাস্ত্র কিনেছে বাংলাদেশ।

তুরস্ক থেকে একাধিক কূটনৈতিক সূত্র সোমবার প্রথম আলোকে জানিয়েছে, দুই দেশের প্রতিরক্ষাবাহিনীর মাঝে সহযোগিতা বাড়ানোর অংশ হিসেবে প্রশিক্ষণ, গবেষণা, কেনাকাটা, বিনিয়োগ ইত্যাদি নানা বিষয়ে অধ্যাপক হালুক গরগুন আলোচনা করতে পারেন।
তুরস্কের প্রেসিডেন্ট রিসেপ তাইয়েপ এরদোয়ানের অধীনে সরাসরি কাজ করে প্রতিরক্ষাশিল্প সংস্থা (ডিফেন্স ইন্ডাস্ট্রি এজেন্সি–এসএসবি)। মূলত বিশ্বের বিভিন্ন দেশের সঙ্গে তুরস্কের প্রতিরক্ষা সম্পর্ক—বিশেষ করে প্রশিক্ষণ, গবেষণার মাধ্যমে সশস্ত্র বাহিনীর বিকাশ ও বিবর্তনের বিষয়ে এসএসবি মূল ভূমিকা রাখে। পাশাপাশি বিভিন্ন দেশের সঙ্গে তুরস্কের সমরাস্ত্র কেনাকাটা এবং বিনিয়োগের দেখভাল করে এসএসবি।
তুরস্কের প্রতিরক্ষামন্ত্রী ইয়াসার গুল বিভিন্ন দেশের সঙ্গে প্রতিরক্ষা সহযোগিতার রাজনৈতিক দিকটি দেখভাল করেন। আর তুরস্কের সঙ্গে বিভিন্ন দেশের প্রতিরক্ষা সহযোগিতার কৌশলগত বিষয়টির দায়িত্বে রয়েছেন হালুক গরগুন। কারণ, এসএসবি প্রতিরক্ষাশিল্প নির্বাহী কমিটির সিদ্ধান্ত বাস্তবায়নে সরাসরি ভূমিকা রাখে। অর্থাৎ তুরস্কের প্রতিরক্ষাশিল্পের জন্য প্রধান সিদ্ধান্ত গ্রহণকারী সংস্থা। এটি সমরাস্ত্রের নকশা ও উৎপাদনের বিষয়ে সিদ্ধান্ত নেওয়ার পাশাপাশি বিভিন্ন দেশের কাছে প্রযুক্তি হস্তান্তরের বিষয়টিকে অগ্রাধিকার দেয়।
বাংলাদেশের কূটনীতিকেরা বলছেন, সম্প্রতি ঢাকা–আঙ্কারা সম্পর্কের একটি গুরুত্বপূর্ণ অংশ হচ্ছে প্রতিরক্ষা সহযোগিতা। বাংলাদেশের সশস্ত্র বাহিনীর সক্ষমতা বাড়াতে তুরস্ক নানা ধরনের প্রতিরক্ষা সহযোগিতা দিয়ে থাকে। গত সাত বছরে বারাক্তার টিবি–২ ড্রোনসহ অন্তত ১৫ ধরনের আধুনিক সমরাস্ত্র কিনেছে বাংলাদেশ।
মূলত ২০১৮ সাল থেকে দুই দেশের মধ্যে সমরাস্ত্র কেনাকাটা এবং প্রতিরক্ষা সহযোগিতা অতীতের যেকোনো সময়ের তুলনায় বেড়েছে। এর পাশাপাশি উন্নত প্রযুক্তির আরও কিছু সমরাস্ত্র কেনাকাটা, বাংলাদেশে সমরাস্ত্রের কারখানা স্থাপন ও বিনিয়োগ এবং প্রযুক্তি হস্তান্তর নিয়েও আলোচনা চলছে। দুই দেশের প্রতিরক্ষা সহযোগিতা দীর্ঘ মেয়াদে আরও শক্তিশালী হওয়ার নানা ইঙ্গিত আছে বলে মনে করেন ঢাকার কূটনীতিকেরা।
গত জানুয়ারিতে বাংলাদেশ সফরে এসেছিলেন তুরস্কের বাণিজ্যমন্ত্রী অধ্যাপক ওমের বোলাত। সফরকালে অন্তর্বর্তী সরকারের প্রধান উপদেষ্টা অধ্যাপক মুহাম্মদ ইউনূসের সঙ্গে তাঁর বৈঠক হয়। প্রধান উপদেষ্টা তাঁকে বাংলাদেশে প্রতিরক্ষাশিল্প স্থাপন, প্রযুক্তি স্থানান্তর, বিনিয়োগ বৃদ্ধির আহ্বান জানান।
উত্তরে ওমের বোলাত বলেন, বাংলাদেশ ও তুরস্ক টেক্সটাইল শিল্প ছাড়াও অন্যান্য ক্ষেত্রে সহযোগিতা বৈচিত্র্যময় করতে পারে। প্রতিরক্ষাশিল্প, স্বাস্থ্যসেবা, ওষুধশিল্প এবং কৃষিযন্ত্র খাতে অর্থনৈতিক সহযোগিতার সুযোগ রয়েছে।
সমরাস্ত্রবিষয়ক গবেষণাপ্রতিষ্ঠান স্টকহোম ইন্টারন্যাশনাল পিস রিসার্চ ইনস্টিটিউটের তথ্য অনুযায়ী, ইতিমধ্যে আঙ্কারার কাছ থেকে কোবরা আর্মার্ড পারসোনাল ক্যারিয়ার ও স্বল্পপাল্লার ক্ষেপণাস্ত্র কিনেছে ঢাকা।
কূটনৈতিক সূত্রে জানা গেছে, দুই দেশের বিদ্যমান প্রতিরক্ষা সহযোগিতার আওতায় তুরস্ক নির্মিত মাইন থেকে সুরক্ষাকারী যান, সাঁজোয়া যান এবং বহুমাত্রিক রকেট প্রতিরক্ষাব্যবস্থা কিনেছে বাংলাদেশ। বাংলাদেশের কাছে স্বয়ংক্রিয়ভাবে নিয়ন্ত্রিত কামানের গোলা বিক্রির বিষয়ে দুই পক্ষের মধ্যে চুক্তি সই হয়েছে। এ ছাড়া বাংলাদেশের কাছে সামরিক হেলিকপ্টার ও ট্যাংক বিক্রিতে আগ্রহী তুরস্ক। তুরস্কের একটি কোম্পানি বাংলাদেশ মেশিন টুলস ফ্যাক্টরিকে শেল বানানোর প্রযুক্তি দিয়েছে। এ ছাড়া নৌবাহিনী ও কোস্টগার্ডের টহল নৌযান তৈরির জন্য প্রযুক্তি হস্তান্তরের প্রস্তাব করা হয়েছে।
জানা গেছে, ২০১৮ সালে তুরস্ক থেকে বাংলাদেশ উল্লেখযোগ্য পরিমাণ সমরাস্ত্র কিনেছে। ওই বছর গ্রাউন্ডেড সার্ভিলেন্স রাডার, কৌশলগত সাঁজোয়া যান কোবরা ২-সহ কয়েক ধরনের সাঁজোয়া যান ও বহনযোগ্য জ্যামার কেনা হয়। পরবর্তী বছরগুলোতে অফশোর ক্রেন, সাঁজোয়া যান এবং অ্যাম্বুলেন্স, মিসাইল লঞ্চিং সিস্টেম, ওরলিকন স্কাই গার্ড রাডার সিস্টেমসহ নানা ধরনের সমরাস্ত্র কেনা হয়েছে।

বাংলাদেশের সঙ্গে প্রতিরক্ষা সহযোগিতা জোরদারের বিষয়ে আলোচনার জন্য তুরস্কের প্রতিরক্ষাশিল্প সংস্থার সচিব অধ্যাপক হালুক গরগুন ৮ জুলাই ঢাকায় আসছেন। এক দিনের সফরে তিনি অন্তর্বর্তী সরকারের প্রধান উপদেষ্টা অধ্যাপক মুহাম্মদ ইউনূসের সঙ্গে সৌজন্য সাক্ষাৎ করবেন। পাশাপাশি তিনি সেনাবাহিনী প্রধান জেনারেল ওয়াকার-উজ-জামান, নৌবাহিনী প্রধান অ্যাডমিরাল এম নাজমুল হাসান এবং বিমানবাহিনী প্রধান এয়ার চিফ মার্শাল হাসান মাহমুদ খানের সঙ্গে আলোচনা করবেন।
তুরস্ক থেকে একাধিক কূটনৈতিক সূত্র সোমবার প্রথম আলোকে জানিয়েছে, দুই দেশের প্রতিরক্ষাবাহিনীর মাঝে সহযোগিতা বাড়ানোর অংশ হিসেবে প্রশিক্ষণ, গবেষণা, কেনাকাটা, বিনিয়োগ ইত্যাদি নানা বিষয়ে অধ্যাপক হালুক গরগুন আলোচনা করতে পারেন।
তুরস্কের প্রেসিডেন্ট রিসেপ তাইয়েপ এরদোয়ানের অধীনে সরাসরি কাজ করে প্রতিরক্ষাশিল্প সংস্থা (ডিফেন্স ইন্ডাস্ট্রি এজেন্সি–এসএসবি)। মূলত বিশ্বের বিভিন্ন দেশের সঙ্গে তুরস্কের প্রতিরক্ষা সম্পর্ক—বিশেষ করে প্রশিক্ষণ, গবেষণার মাধ্যমে সশস্ত্র বাহিনীর বিকাশ ও বিবর্তনের বিষয়ে এসএসবি মূল ভূমিকা রাখে। পাশাপাশি বিভিন্ন দেশের সঙ্গে তুরস্কের সমরাস্ত্র কেনাকাটা এবং বিনিয়োগের দেখভাল করে এসএসবি।
তুরস্কের প্রতিরক্ষামন্ত্রী ইয়াসার গুল বিভিন্ন দেশের সঙ্গে প্রতিরক্ষা সহযোগিতার রাজনৈতিক দিকটি দেখভাল করেন। আর তুরস্কের সঙ্গে বিভিন্ন দেশের প্রতিরক্ষা সহযোগিতার কৌশলগত বিষয়টির দায়িত্বে রয়েছেন হালুক গরগুন। কারণ, এসএসবি প্রতিরক্ষাশিল্প নির্বাহী কমিটির সিদ্ধান্ত বাস্তবায়নে সরাসরি ভূমিকা রাখে। অর্থাৎ তুরস্কের প্রতিরক্ষাশিল্পের জন্য প্রধান সিদ্ধান্ত গ্রহণকারী সংস্থা। এটি সমরাস্ত্রের নকশা ও উৎপাদনের বিষয়ে সিদ্ধান্ত নেওয়ার পাশাপাশি বিভিন্ন দেশের কাছে প্রযুক্তি হস্তান্তরের বিষয়টিকে অগ্রাধিকার দেয়।
বাংলাদেশের কূটনীতিকেরা বলছেন, সম্প্রতি ঢাকা–আঙ্কারা সম্পর্কের একটি গুরুত্বপূর্ণ অংশ হচ্ছে প্রতিরক্ষা সহযোগিতা। বাংলাদেশের সশস্ত্র বাহিনীর সক্ষমতা বাড়াতে তুরস্ক নানা ধরনের প্রতিরক্ষা সহযোগিতা দিয়ে থাকে। গত সাত বছরে বারাক্তার টিবি–২ ড্রোনসহ অন্তত ১৫ ধরনের আধুনিক সমরাস্ত্র কিনেছে বাংলাদেশ।
মূলত ২০১৮ সাল থেকে দুই দেশের মধ্যে সমরাস্ত্র কেনাকাটা এবং প্রতিরক্ষা সহযোগিতা অতীতের যেকোনো সময়ের তুলনায় বেড়েছে। এর পাশাপাশি উন্নত প্রযুক্তির আরও কিছু সমরাস্ত্র কেনাকাটা, বাংলাদেশে সমরাস্ত্রের কারখানা স্থাপন ও বিনিয়োগ এবং প্রযুক্তি হস্তান্তর নিয়েও আলোচনা চলছে। দুই দেশের প্রতিরক্ষা সহযোগিতা দীর্ঘ মেয়াদে আরও শক্তিশালী হওয়ার নানা ইঙ্গিত আছে বলে মনে করেন ঢাকার কূটনীতিকেরা।
