If PNSC is ordering them, then they are for the merchant navy and NOT Pak Navy.

Probably container ships or tankers.

PN may look for destroyers with capacity of longer endurance at sea for have better protection of sea lines of Pakistan and will allow long stick surface capabilities, but Type -55 is not the ship PN may want to go as it's expensive to purchase and Operate, most probably Type-52P configuration is good to start with a customized version for PN needs if Chinese route is taken, else Tuskish option is also available.
