There are millions in use by hikers and nature explorers all across USA - they are all spies ?

Paranoid fks, they banned drones some years ago too but everyone's flying them anyway. Then some years ago they raided a hotel in the vicinity of the airport where some aviation enthusiasts were listening in on tower to planes on final approach communication, something fairly common among plane-spotters.

There are legit cases where drones shouldn't be flying in certain areas, like military installations, airports, and around government buildings etc, and you shouldn't be listening in on military comms of course.

Overall India is still not a developed country, and we do have a bunch of skorti threats, but authorities need to get up to speed on a lot of new civvie stuff/toys that are quite common now, nav aids, drones etc

Couple years ago I was just trying out my drone for the first time and went to a nice neighborhood park, and the chowkidaar/guardman lost it lol. Tried explaining, even showing him footage from up there, and he became even more panicky and agitated, threatened to call the cops.. I said, fine, I'll just leave. It was around the 15th of August though, so that may have had something to do with it.
