Chinese technology giant Huawei is set to officially relaunch its consumer business in Bangladesh on June 8, marking its return to the country's smartphone and smart device market after several years of limited activity.

The relaunch will be carried out through a local distributor DX Group, with products to be sold through major retailers and e-commerce platforms. The company has secured the necessary regulatory approvals, including clearance from the Bangladesh Telecommunication Regulatory Commission (BTRC).

Huawei plans to introduce a range of flagship smartphones, tablets, wearables and audio devices, including the Mate 80 Pro, Mate X7 foldable smartphone, Nova 15 Max, MatePad 11.5 tablet, Watch Fit 5 series, FreeBuds earbuds and FreeClip open-ear audio devices.

The company's smartphone business in Bangladesh declined following US sanctions imposed in 2019, which restricted Huawei's access to American technologies and led to the loss of Google Mobile Services on its newer devices. Its official smartphone operations largely ceased after 2021.

Huawei officials said the company is returning with a strengthened software ecosystem centred on its AppGallery platform and Huawei Mobile Services (HMS), which now support a broad range of applications and services.

Initially, Huawei will focus on the premium and upper mid-range smartphone segments, targeting consumers seeking advanced cameras, productivity tools and AI-powered features.

Products will be available through leading retailers and online platforms, including Gadget & Gear, Sumash Tech, Daraz and Pickaboo.

Industry observers believe Huawei's return could intensify competition in Bangladesh's premium smartphone market, currently led by Samsung Electronics, Xiaomi, Oppo, Vivo and Honor.

Huawei is also exploring the possibility of assembling devices locally in Bangladesh in the future, alongside its existing operations in telecommunications infrastructure, cloud services, data centres and digital transformation projects.

Bangladesh Bank has taken a positive stance regarding a proposal from the state-owned Export-Import (Exim) Bank of China to utilize alternative financial infrastructures—specifically the Cross-Border Interbank Payment System (CIPS) and so-called ‘Panda bonds’ —to reduce over-reliance on the US dollar in international trade.

The issue was discussed in detail during a high-level meeting between the central bank and a Chinese delegation on Tuesday. Following the talks, central bank officials on Wednesday stated that Bangladesh Bank has no policy objections if any domestic commercial bank wishes to integrate with the CIPS network.

The possibility of raising funds through issuing Panda bonds—yuan-denominated bonds sold in China’s domestic market by foreign issuers—was also discussed during the meeting.

According to a senior official of Bangladesh Bank, CIPS functions as an international transaction infrastructure, much like the SWIFT network.

‘Having more transaction channels in international trade yields greater opportunities for business. Commercial banks are free to join this platform on their own initiative,’ the official said, adding that no regulatory barriers have been identified so far.

Experts view this development as a significant strategic opportunity for Bangladesh amid changing geopolitical dynamics in the global financial architecture and a growing worldwide push for ‘de-dollarization’ following Western sanctions on several countries.

Financially, China remains Bangladesh’s largest source of imports, with annual bilateral trade accounting for an import volume of approximately US$20 billion to $25 billion from China. Settling a portion of these transactions in Chinese currency (Yuan/Renminbi) via CIPS could significantly ease the pressure on Bangladesh’s greenback reserves.

Economists, however, note that CIPS or Panda bonds are not standalone magical solutions. Their long-term strategic efficacy for Bangladesh will fundamentally rely on the depth of future Bangladesh-China trade, direct investment, and reciprocal financial cooperation.

Prime Minister Tarique Rahman has chosen China for his second state visit since forming the government.

Deputy Speaker Kayser Kamal said the trip -- scheduled for late June -- is expected to “open a new horizon” in Bangladesh-China relations and further advance the two countries’ comprehensive strategic cooperation.

While addressing the 7th China-South Asia Cooperation Forum in Kunming, Yunnan province, the deputy speaker revealed this information today.

Kayser highlighted the long-standing friendship between Dhaka and Beijing, recalling the visits of late president Ziaur Rahman in 1977 and 1980, which laid the foundation of diplomatic ties, and former prime minister Khaleda Zia’s trips in 1991 and 2002 that strengthened the relationship further.

He stressed that regional cooperation has become essential to tackle global challenges such as energy crises, climate change, mounting debt burdens, and instability in world trade. He called for expanding connectivity through cross-border infrastructure, trade corridors, digital highways, and exchanges in education, culture, tourism, and youth engagement.

The parliamentary delegation also included NCP member-secretary and lawmaker Akhter Hossen, BNP lawmaker Engineer Khaled Hossain Mahbub, and independent MP Jasmin Sultana Jui from reserved seats.

Prime Minister Tarique Rahman today (Tuesday) directed the authorities concerned to ensure a comprehensive waste management system and mandatory integration of renewable energy in the Chinese Economic and Industrial Zone in Anwara, Chattogram.

The directives came during a meeting of the Executive Committee of the National Economic Council (ECNEC), where the ‘Supporting Infrastructure Project for Chinese Economic and Industrial Zone' project was approved, conditional upon addressing environmental issues and incorporating sustainable energy solutions into the project design, BSS reports.

State Minister for Planning Zonayed Abdur Rahim Saki disclosed the information while briefing reporters at NEC Conference room in the city following the ECNEC meeting held at the Cabinet Division in the city.

The ECNEC approved the "Supporting Infrastructure Project for Chinese Economic and Industrial Zone" at an estimated cost of Tk 4,189.4597 crore, aimed at accelerating industrialization and attracting foreign investment.

Of the total project cost of Tk 4,189.4597 crore, the government will provide Tk 1,722.1985 crore, while Tk 2,467.2612 crore will come from project loans and grants.

During the review of the project proposal, the Prime Minister emphasized the need to strengthen environmental safeguards and instructed the implementing agencies to incorporate several key measures before execution.

He directed the establishment of a full-fledged waste management system to ensure that all industrial waste is handled in accordance with modern environmental standards and protocols.

The Prime Minister also ordered the installation of an advanced Effluent Treatment Plant (ETP), stressing that the treated water must be reusable after purification.

He instructed officials to address shortcomings in the original proposal and ensure that no environmental gaps remain in the project design.

In addition, he made the integration of solar-based renewable energy a mandatory component of the project.

He directed that solar panels be installed across the industrial zone to promote the use of clean and sustainable energy.

The State Minister for Planning said the project has been approved subject to the incorporation of the Prime Minister’s directives regarding waste management, advanced water treatment and reuse facilities, and renewable energy integration during the implementation phase.

He added that the implementing agencies would be required to reflect these environmental and sustainability measures in the final project execution plan.

Prime Minister Tarique Rahman’s scheduled visit to China will cover “many issues, starting with defence”, according to Bangladesh Investment Development Authority (BIDA) Executive Chairman Chowdhury Ashik Mahmud Bin Harun.

On Thursday, Ashik said substantial progress had been made on the long-delayed Chinese Economic and Industrial Zone (CEIZ) before the visit.

After the Awami League government fell amid the July 2024 student-led uprising, Bangladesh's ties with India cooled while relations with China strengthened.

Since Aug 5, 2024, leaders of the BNP, Jamaat-e-Islami and National Citizen Party (NCP) have visited China.

During the tenure of the interim administration, China was also discussed as an alternative destination to India for medical treatment.

The trend appears to be continuing under the BNP-led administration.

After taking office as the head of the government, Tarique has chosen China for his second foreign trip, scheduled for later this month. His first official visit is likely to be to Malaysia.

While the Malaysia visit comes first, the China trip is widely viewed as more significant in terms of regional politics and trade.

Amid preparations for the visit, the Executive Committee of the National Economic Council (ECNEC) on Tuesday approved a Tk 41.89 billion project to establish an economic zone with Chinese financing.

The project had remained stalled for more than a decade due to different complications.

When asked after the approval whether the project was linked to the premier’s China trip, Planning State Minister Zonayed Saki said: “That’s for you (journalists) to find out.”

The issue resurfaced on Thursday at a BIDA workshop for journalists.

Speaking there, Ashik said: “China is extremely important to us from an investment perspective and, of course, as a major diplomatic partner.

“So, overall, this is a very important visit for Bangladesh. It is not only about investment. Many other issues will come up, starting with defence. Political issues will come up, and many other matters will also be discussed.”

He said the foreign ministry would provide a fuller account of the visit later.

On investment, Ashik said China had remained Bangladesh’s largest source of investment over the past five years.

“That is why, targeting this visit, we have been able to move much of the work on the [CEIZ] forward very quickly. We may be able to begin implementation as soon as we return from China.

“Once work begins, we will see a fundamental change in Chinese investment there.”

He also said China had expressed interest in Mongla Port and sought a second economic zone there alongside the proposed zone in Chattogram’s Anwara.

“You may see some decisions on that as well,” he said.

Ashik added that meetings were being arranged between the premier and several major Chinese investors with strong prospects of investing in Bangladesh.

He said the government viewed its first two years in office as the ideal period for attracting investment and was keen to pursue major infrastructure projects to support economic growth.

He also outlined efforts to address energy shortages, bureaucratic delays and other barriers to foreign investment, expressing hope that while challenges may persist this year, domestic investment would increase and foreign investment would gain momentum next year.
