Home Ministry asks foreigners staying illegally to obtain legal docs by 31 Jan

The Home Ministry today, Thursday asked the foreign nationals staying and working illegally in Bangladesh to obtain legal documents by 31 January, 2025.

The Home ministry today issued a warning notice in this regard signed by Md Khuda Baksh Chowdhury, special assistant to chief adviser (equivalent to state minister).

"It is hereby brought to the notice of all concerned that many foreign nationals are illegally staying/ working in Bangladesh. In this case, foreign nationals illegally staying/ working in Bangladesh are requested to acquire the necessary documents to stay or work in Bangladesh by 31 January 2025," the notice stated.

After the end of the deadline, it said, "Legal actions will be taken against those staying illegally and the relevant institutions."

All concerned departments and institutions are also requested to provide necessary cooperation in this regard, it said.​

My conservative estimate is that if almost all illegals were let go from our factories and offices, we would immediately get an annual boost of eight billion or so in our treasury and also, replace them with locals, thereby employing a huge portion of the unemployed. But some locals are not well-trained, especially language deficiency is a huge problem. But a way must be found to resolve this problem.

First step in resolving a problem is knowing that you have a problem (and the scope of it). We have crossed that threshold I believe.

Enforcing the immigration rules is easy, periodic raids in factories and buying houses will net enough overstayers.

Task force formed on illegal foreigners

The government on Monday formed an 11-member task force to decide the next course of actions against the foreigners illegally staying in Bangladesh, as the deadline for submitting necessary documents by them expired on January 31.

Security Services Division under the home ministry issued a gazette notification to this effect on the day.

According to the government, 33,648 foreigners were illegally staying in Bangladesh as of January 18 while many believe that the actual figure is much higher than the government data.

Security Services Division additional secretary for security and immigration and the division’s joint secretary for immigration-2 were made the convener and the member secretary of the task force respectively.

The other members of the task force are Chief Adviser’s Office director general, foreign affairs ministry director general for consular, Public Security Division’s political-1 branch joint secretary, Special Branch deputy inspector general of police for immigration, Directorate of Immigration and Passports additional director general for passport, visa and immigration, Border Guard Bangladesh operation wing’s director, NGO Affairs Bureau director, National Security Intelligence director for external relations liaison wing and Directorate General of Forces Intelligence director for external affairs and liaison bureau.

The terms of reference of the task force include coordinating and advising on the overall activities taken regarding the foreign nationals illegally staying in Bangladesh, directing to take necessary actions and formulating recommendations, if necessary.

The task force committee may request any official or person to attend its meeting and, if necessary, co-opt any official or person into it.

On January 20, home affairs adviser Lieutenant General (retired) Md Jahangir Alam Chowdhury said that over 33, 000 foreigners were still illegally staying in Bangladesh.

He said that there were 49,266 illegal foreigners as of October 30, 2024, but the number stood at 33,648 on January 18. On December 8, 2024, the home ministry in a warning notice requested the foreign nationals, living and working at different organisations in Bangladesh illegally, to obtain legal residency and work permit documents by January 31, 2025.​

Home adviser Lt Gen (retd) Md Jahangir Alam Chowdhury has affirmed that Indian nationals found staying illegally in Bangladesh will be repatriated through proper diplomatic channels, rather than being pushed back in the same manner they entered the country.

"Even if the individuals being pushed in by India are indeed Bangladeshi citizens, India does not have the legal right to forcefully return them in such a manner. Pushing people across the border without proper procedure is unlawful," he said.

The adviser made the remarks after inaugurating the third floating border outpost (BOP) at the confluence of the Roymongol River and Boyesing Canal in Shyamnagar upazila of Satkhira.

Addressing concerns about recent cross-border push-ins by India, the home adviser confirmed that diplomatic steps have already been taken.

"We have sent a letter seeking a diplomatic resolution to this issue. Discussions have also been held with the Bangladeshi ambassador, foreign affairs adviser and security adviser Khalilur Rahman," he added.

Speaking at the same event, director general of the Border Guard Bangladesh (BGB), Maj Gen Mohammad Ashrafuzzaman Siddiqui, highlighted areas most affected by push-ins.

"Indian authorities have been pushing people into several regions of Bangladesh, including Beanibazar, Sreemangal and Habiganj in Sylhet; riverine parts of Roumari in Kurigram; and remote areas of the Chittagong Hill Tracts," he stated.

Some push-ins even occurred this morning," the BGB chief revealed, noting the difficulty in monitoring every point along the expansive border. "We are working to prevent these intrusions with support from local communities and the Ansar," he said.

He also confirmed that the BGB regularly holds flag meetings with India's Border Security Force (BSF) and continues to send protest letters in response to such incidents.​
