I have answered this many time and doing it again as you keep repeating same thrash again and again.

1.Only 10 to 20% of the water of Brahmaputra comes from Chinese occupied Tibet.
2. It will be in the interest of India of China diverts some water and India faces sever flood every time in Brahmaputra.
3. China will have disastrous environmental consequences for building dam in not so settled land of Himalaya.
4. The real issue is not China blocking the water but releasing water in flood time.
5. If China floods Brahmaputra, BD will have more disastrous consequences than India.
6. TO Counter China's possible water release to flood India, India is building a downstream dam counter any possible flooding of Brahmaputra. It will help India to counter Brahmaputra flooding as well.

India has counter of all China's moves. We have seen them surrendering to Modi since 2014.
