Rishikesh is a spiritual town, yoga etc ka bhot scene hai.. foreign travelers bhit jaate hain for learning yoga, meditation, other spirituality waaley courses, lotsa hippie types in one part across the Laxman Jhula bridge.. goras generally stay in that area but are cognizant of the fact that it is a spiritual place.. tameez se he rehte hain, no bikini or etc allowed on the ghats... but river beaches hain.. spots alightly away where you can chill... Haridwar same story

The rest, and most of the town, as you can well imagine is frequented by pilgrims.. so obviously conservative type teerth sthal hai.
