I think someone has set the visibility priority for that modal to 99 in CSS. Needs to be changed

This also must be a commercially available platform. You can't custom build a forum software from scratch so fast. Either they haven't chosen one properly or have over customized the default template. They need to choose a better platform like Xenforo or Vbulletin. Hell, even Wordpress has better solutions.
