Entire subcontinent is one big dump. Especially the plains people - paharis are a lot better.

Teaching these people to be responsible adults is a huge uphill job.

@Lulldapull can tell you how fanatic Japanese are about cleaning up, even they recycle the correct type of item in correct receptacles. And wash their recyclables before putting them in the blue containers. Germans and Scandinavians are the same way.
