Indian nationals with ordinary passports can now enter Iran without a visa, provided they arrive by air. The visa exemption allows for a stay of up to 15 days, which cannot be extended, and is applicable once every six months.

I have no idea, and nor do I care about what Indians abroad may or may not be up to.

Seen plenty of articles, however, and you could google them for yourself, about Pakistani establishments/people branding themselves "Indian" in the west.
