You got a huge super tanker converted into a warship for long range deployment carrying thousands of troops, helicopters and thousands of missiles and drones. Outfitted with ability to carry dozens of fast attack crafts and its own AD. Park it across from Lebanon or Yemen and resupply your allies and provide surveillance and targeting info to your allies.

You sorta answered it yourself. That's what ballast tanks are for, cargo loading bhi is a bit logistics operation, depending on both kis port pe kya offload karna hai, kab karna hai, meat, veggies and perishables ka alag reefer wala dabba hota hai, those need to be plugged into power and regularly checked every few hours etc
