One must work at the FO to determine how foreign affairs policy decisions are made. It is a very complex process; many other departments are involved, and a consensus must be reached before the decision goes ahead. Simply one person, not even the PM alone, can wake up in the morning and create a new foreign policy decision. FM is just the person who rubber stamp those decisions if it s not about anything internal admin affairs of the FO. Therefore, whatever people discuss in the media or high-profile think tanks does not affect foreign policy decisions at all.
