As i told in previous comment. Gaza is gone case, Hamas=failestan=Gaza. Nothing much left to salvage P2P relations there, but Iranian society is different. Its huge, vocal , mulla regime don't have fuull sapport ..

Not striking civvi area means less sympathy for regime, ground mobilization, cannon fodder recruitment becomes difficult for unelected rulers like zoolensky or Khamini.
