Para-military is a very sensitive name in the US, and the government sometimes calls them terrorists if discovered.

It's like race. It's a sensitive term, but there is a loose universal definition of a "black person" and a "white person" although not official. Same for paramilitary.

There may be an unofficial universal definition of paramilitary which US Marshals would match with but the official American definition is negative, although non-officials describe it as such.
 
Every law enforcement organization has a tactical unit: specially trained weapons and tactics. This includes DEA, ATF, and also Marshals. None of the US federal enforcement has a default para-military status, which implies that vast majority of its operators are armed with heavier weapons.
