Had to read the translation, no speeko reado Gujju bhasha.

Dunno, man, hard to say.. selective fascist targeting bhi ho sakti hai, and genuine enforcement/drive bhi ho sakti hai where they were found lacking.

Dhabas in general, but, apart from a few in Punjab (afaik), who have now blossomed into proper motels and highway restaurants.. what hygiene ? .. rustic khana hai made in purane zamaney ki rasois, deelish stuff too.

agar chikkan meat type scene tha, then they were on the wrong side of the law there, however you may feel about the law.

Some districts may be more anal about it than others.. World's first city where eating and selling non-veg is illegal, it is in..., reason is...

place like Pushkar also, famously veg.. some places it just is frowned upon, and tbf, and to play the "devil's" advocate a bit .. its fair.
