Indians are naturally cheap, their Air-Force doesn't patrol much (to save AV-fuel). They mainly rely on radar to detect incursions. Now maybe on Pakistan border they patrol more.

Their entire sad history is due to one over-riding reason, they are cheap where the yshould not be and spend useless money on overpriced imported defence assets (to line their corrupt politicians' pockets. Rafale import is one such debacle.

In 1940s the USAAF gifted them the facility which became HAL and in 80 years time it gifted the Indian air force the gems like the Tejas. Useless people - useless companies.
