Yes most of the former Central Asian parts of the SSR. "Stans" e.g. Kazakhstan, Uzbekistan, Tajikistan etc.

However the writing on the wall is Chinese and they are (I believe) speaking Mandarin as well.

Those people you mentioned look more Mongol/Turkic than Chinese.
Han Chinese on average definitely have distinct features from Turkic, Mongol and probably even Tungisic peoples.

The people who can pass for Chinese most in that region are ethnic Koreans & other Koreac peoples.

As for these "Chinese" they might be former PPC army personnel that have become private mercenaries.
