@Old School I'm not sure but isn't 35 the cap for infantry soldiers? It's different depending on the branches. https://senate.gov.pk/uploads/documents/1581594509_662.pdf - This has some more information.
It is about the sepoy that OP asked. It varies by branch. The earliest age at which one sepoy can start claiming a pension is 55. Otherwise, it is 60 at retirement. The document link that you posted above is the Army Act 1952 ( amended), which deals with the appointment of the COAS and Generals. Keep in mind that COAS and the Federal government can terminate any soldier at any time at their discretion.
