What was soviet union? It was United state of Soviet Russia. Some small countries separated from Russia. You bought your first aircraft Lining from the Ukraine, a soviet union Nation. So don't brag here. Check your own history first.
Post USSR disintegration, Russia focused on Submarines. Even USSR made submarines had as much displacement as your carrier. During WWII, German warships were as heavy as your aircraft carrier.

Carriers are nearing the end of their usefulness in modern military's. Iran's far smarter in utilizing its FOB (forward operating bases) concept and now cheap converted tankers and turning them into drone carriers.

Replicating a Nimitz class today is not only foolish, but a total waste of money.

The D. Eisenhower recently fled the red sea after being subjected to a 3 anti-ship ballistic missile attack and bracketed by 17 drones. Lost an F-18E during the confusion too and its strike packages just struck houthi port infrastructure.

Mostly, it depends upon a country's strategic ambition. If you have an offensive design with blue water operations far away from your soil, you need aircraft carrier. For defensive role, they don't have much use. When some guys in India were pressing for third aircraft carrier, some guys voiced contrary to that and said that investing resources in submarines is a batter option.

Don't know whether it is Russia's dream ship or not but it is French boat so it must be a very advance ship. When French refused to deliver it and paid panelty, I was surprised how a country like Russia important defence stuff from some country?

The Mistral class landing helicopter docks were not delivered to the Russian Navy due to France's decision to cancel the sale in 2015, following Russia's annexation of Crimea and the resulting international sanctions.

This cancellation was influenced by pressure from the United States and other NATO countries, leading France to refund Russia for the advance payments made for the ships.

The Project 23900 Ivan Rogov is the newest class of Russian amphibious assault ships intended as a replacement for the French Mistral class.

A contract was signed on 22 May 2020 for the construction of two Project 23900 ships with a displacement of 40,000 tons.

The construction is led by JSC Zelenodolsk Design Bureau, which is a part of JSC Ak Bars Shipbuilding Corporation.

Previously, the Lavina (Russian: Лавина, lit. 'Avalanche'), and Priboy (Russian: Прибой, lit. 'Surf') designs were proposed by the Nevskoe Design Bureau and Krylov State Research Center as the replacement for Mistrals.

Project 23900 is also a successor class to the unrealized Soviet Project 11780 program.

The Project 23900 Ivan Rogov class amphibious assault ships are significantly larger and more capable than the Mistral LHDs, with a displacement of 40,000 tons compared to the Mistral's 21,000 tons, and they can carry more troops and equipment. They are intended to greatly enhance Russia's amphibious assault capabilities.

When France cancelled the contract, Russia had said that they will make it themselves. It should not be difficult for a country like Russia with such a great technical prowess.
