2001 Bangladesh–India border clashes
The 2001 Bangladesh–India border clashes were a series of armed skirmishes between India and Bangladesh in April 2001. The clashes took place between troops of the Bangladesh Rifles (BDR) and the Indian Border Security Force (BSF) on the poorly-marked international border between the two countries.
The clashes began on 16 April 2001, when a force of around 800 to a 1000 Bangladeshi Paramilitary soldiers attacked and captured Padua/Pyrdiwah village, breaking the status quo and forcing the civilians there to flee. Bangladesh claimed that the village had been illegally occupied by India since Bangladesh's war of Independence in 1971. The Indian Border Security Force (BSF) post in Padua/Pyrdiwah village was encircled, trapping 31 BSF troops within. However, both sides held their fire and began negotiations. Over the course of the following days, about three BSF companies proceeded to reinforce the outpost. This incident was resolved later without any bloodshed.
Following this standoff, Indian BSF paramilitary troops along the Bangladesh–India border were put on high alert and ordered to begin intensive patrolling. A few days later, a small contingent of 300 BSF troops entered Bangladeshi territory near the village of Boraibari, more than 200 km to the west of Padua/Pyrdiwah, The intrusion was used as a "counter-attack" by India to retaliate after the earlier incident in Padua. Immediately upon entering Bangladeshi territory, the Indian paramilitary company were ambushed by 11 Bangladeshi border guards, at 18 April 2001 and the attack on BDR outposts were repulsed who were assisted by hundreds of villagers. Following their capture, The bodies of the Indian soldiers were returned to India on 20 April.
The clashes finally ended on 21 April 2001, after both sides agreed to a ceasefire. The clashes left a total of 21 people dead, including 16 Indian soldiers and three Bangladeshi border guards.
The clashes were a major setback to the improving relations between India and Bangladesh. The two countries had signed a number of agreements in the years leading up to the clashes including the 2015 Land Boundary Agreement which served an important role in advancing the exchange of 111 enclaves (17,160.63 acres) from India to Bangladesh and reciprocatively, the latter transferred 51 enclaves (7,110.02 acres) to India.

In an interview published much later, the then-director of the Bangladesh Rifles (BDR), Major-General Fazlur Rahman, who was later dismissed from service by the rival government following an election, claimed that the Indian BSF had begun to construct a linking road between their camp in Padua and another camp 10 km (6.2 mi) away through no man's land and Bangladeshi territory.

Immediately upon entering Bangladeshi territory the 16 Indian paramilitary personnel were ambushed and killed by Bangladeshi border guards, who were assisted by hundreds of villagers. Around midnight, the Foreign Secretary of India, Chokila Iyer, received a call from her Bangladeshi counterpart, Syed Muazzem Ali, saying that orders had been issued to restore the status quo as well as for an immediate Bangladeshi withdrawal from Padua. The Bangladesh Rifles (BDR) withdrew from Padua by the night of 19 April.
In the confrontation, 16 Indian border guards were killed while two suffered injuries. The attack also left three Bangladeshi border guards dead and another five wounded. About 10,000 civilians fled the area after some 24 were wounded in the cross-border clashes.
After the Boroibari intrusion on 18 April, India alleged that the BDR started firing 3-inch and 8-inch mortar shells on Mankachar village, which is another disputed Indian enclave.
Aftermath
After both governments intervened in the situation, the Bangladeshis and Indians returned to their original positions and restored the previous status quo. Fresh clashes erupted along the India–Bangladesh border just hours after both sides voiced regret and concern over the recent killings, but by midnight on 20 April, cross-border firing had stopped. An article reported that 6,000 Indian civilians had fled the region, and Indian government officials were attempting to convince the displaced villagers to return to their homes. Bangladesh later agreed to return the bodies of 16 Indian soldiers the next day. Upon examining the bodies of the dead personnel, India accused Bangladeshi forces of subjecting the captives to severe torture before they were shot dead. On the other hand, three Bangladeshi soldiers were also killed; two during combat and another who died of wounds that were sustained during cross-border operations.
Observers have termed the incident as a political ploy to rouse nationalistic passions before the Bangladeshi elections (which were 2 months away at the time of the incident) and as malicious adventurism by the Bangladesh Rifles (BDR). The Government of Bangladesh denied allegations that it had supported the BDR's initialization of hostilities with India and termed the incident as the "adventurism of its local commanders".
The Prime Minister of Bangladesh Sheikh Hasina and Prime Minister of India Atal Bihari Vajpayee engaged in telephonic discussions and subsequently agreed to order a high-level investigation into the incident. Indian Foreign Ministry spokesman Raminder Jassal reported that both India and Bangladesh would improve bilateral diplomatic channels and promised to exercise restraint in the future. India and Bangladesh initiated talks to resolve their border disputes in March 2002. By July 2002, the two sides established joint-working groups to agree on and establish the non-demarcated sections of the border.
Bangladesh ordered no courts-martial, suspensions, or transfers of any local military commanders. This was the first armed engagement between India and Bangladesh, two neighbouring states that had otherwise maintained friendly relations since Bangladesh's independence from Pakistan in 1971. The end of the brief conflict saw an upsurge of nationalism in Bangladesh. In parliamentary elections, the four-party right-wing alliance led by the Bangladesh Nationalist Party and Jamaat-e-Islami Bangladesh won a majority of 196 seats out of 300.
Both sides desisted from any further hostilities and began border talks to discuss disputes along their 4,000 km (2,500 mi) border. The two states experienced a thaw in their diplomatic relations shortly afterwards. India has since then initiated the construction of a barrier along the entire length of its international border with Bangladesh, and is still in the process of constructing it. Bangladesh has protested the construction of the barrier, claiming that the construction of a fence within 150 yards of the international border was a gross violation of the Indo-Bangladeshi Treaty of Friendship, Cooperation and Peace. রৌমারী সীমান্তে সংঘাতের পর বাংলাদেশ-ভারত সীমান্ত জুড়ে চরম উত্তেজনা। এই ছবিটি ২০০১ সালের ১৯ই এপ্রিল মেঘালয়ের ডাউকি সীমান্তে তোলা যেখানে বিএসএফ সৈন্যরা সতর্ক অবস্থায় ছিল।
বাংলাদেশের উত্তরাঞ্চলীয় জেলা কুড়িগ্রামের একটি গ্রাম বড়াইবাড়ি। বাংলাদেশ-ভারত সীমান্তের লাগোয়া এই গ্রামটি অবস্থিত।
২০০১ সালের ১৮ই এপ্রিল এই গ্রামে ঘটে যায় বাংলাদেশ ও ভারতের সীমান্তরক্ষী বাহিনীর মধ্যে ইতিহাসের সবচেয়ে রক্তক্ষয়ী সংঘর্ষ।
সে সংঘর্ষে ভারতীয় সীমান্ত রক্ষী বাহিনী বা বিএসএফ'র ১৬ জন সৈন্য নিহত হয় এবং বাংলাদেশের তৎকালীন সীমান্তরক্ষী বাহিনী বিডিআরের (এখন বিজিবি) ২ জন সৈন্য নিহত হয়।

১৮ই এপ্রিল ভোর রাতে বড়াইবাড়ি গ্রামের কয়েকজন বাসিন্দা তাদের কৃষিজমিতে সেচ কাজ দেখতে যান।
এসময় তারা দেখতে পান ধানক্ষেতে বহু সৈন্য অস্ত্র নিয়ে হাঁটছে।
এই সৈন্যদের মধ্যে কয়েকজন এসে গ্রামবাসীর কাছে হিন্দি ভাষায় জানতে চান, বিডিআরের ক্যাম্প কোথায়?
তখন গ্রামবাসী বুঝতে পারেন এরা ভারতের বিএসএফের সদস্য।
বড়াইবাড়ি গ্রাম, এখানেই ঢুকেছিল ভারতের বিএসএফ সৈন্যরা।
বাংলাদেশের সীমান্তের ভেতরে বিএসএফ ঢুকে পড়ার খবরটি বেশ দ্রুত বড়াইবাড়ি বিডিআর ক্যাম্পে পৌঁছে দেন সাইফুল ইসলাম লাল। তিনি নিজেও আনসার ও গ্রাম প্রতিরক্ষা বাহিনীর প্রশিক্ষণপ্রাপ্ত।
সাইফুল ইসলাম লাল যখন বিডিআর ক্যাম্পে যান তখন সেই ক্যাম্পে মাত্র আটজন বিডিআর সদস্য ছিল।
"ক্যাম্পের ভেতরে গিয়ে আমি বিডিআরকে বললাম যে বিএসএফ আমাদের এলাকায় ঢুকে পড়েছে। তখন বিডিআর সদস্যরা অস্ত্র নিয়ে প্রস্তুতি নেয়। কিছুক্ষণ পরে আমি প্রস্রাব করার জন্য বাইরে এসে পুকুরের অপর পাড়ে বিএসফ সদস্যদের দেখি," বলেন সাইফুল ইসলাম লাল।
"দৌড়ে ক্যাম্পের ভেতরে ঢুকে এই খবর জানাই। সঙ্গে সঙ্গে শুরু হয় ফায়ার। শত শত গুলি, চারিদিক থেকে গুলি। আমিও তখন অস্ত্র হাতে তুলে নিলাম।"
প্রত্যক্ষদর্শীদের বর্ণনা মতে ভোর পাঁচটা থেকে তীব্র গোলাগুলির আওয়াজে প্রকম্পিত হয়ে উঠে বড়াইবাড়ি গ্রাম ও তার আশপাশের এলাকা।
প্রচণ্ড গোলাগুলিতে গ্রামবাসী তাদের বাড়িঘর ফেলে পালিয়ে যেতে থাকে।
স্থানীয় বাসিন্দা রুহুল আমিন, যিনি ২০১৪ সালে সংসদ সদস্য নির্বাচিত হয়েছিলেন।
তখন এই ঘটনা খুব কাছ থেকে দেখেছেন স্থানীয় বাসিন্দা রুহুল আমিন, যিনি ২০১৪ সালে সে এলাকার সংসদ সদস্য নির্বাচিত হয়েছিলেন।
যেদিন বিএসএফ বড়াইবাড়ি আক্রমণ করে সেদিন স্থানীয় মানুষজনকে সংগঠিত করার কাজ করেছিলেন রুহুল আমিন।
বিএসএফকে প্রতিরোধ করার জন্য বিডিআরের সহায়তায় আনসার ও গ্রাম প্রতিরক্ষা বাহিনীর প্রশিক্ষণপ্রাপ্ত ১২জন সদস্যকে একত্রিত করেন রুহুল আমিন।
তিনি বলেন, বিএসএফ যখন বাংলাদেশের ভেতরে ঢোকে তখন অনেক গ্রামবাসী পালিয়ে গেলেও পরবর্তীতে আবার ফিরে আসে। এরপর তারা বিডিআরের সাথে মিলে বিএসএফের বিরুদ্ধে প্রতিরোধ গড়ে তোলে।
"ভোর পাঁচটা থেকে এগারোটা পর্যন্ত বড়াইবাড়ি গ্রামে বিভীষিকা মুহূর্ত ছিল। দুপক্ষের মধ্যে প্রচণ্ড গোলাগুলি হয়," বলেন রুহুল আমিন।
বড়াইবাড়ি গ্রামের ধানক্ষেতে পড়েছিল বিএসএফ সৈন্যদের মরদেহ।
বড়াইবাড়ি বিডিআর ক্যাম্পের ভেতরে থাকা সাইফুল ইসলাম লাল বিবিসি বাংলাকে বলেন, ক্যাম্প থেকে তিনি দেখেছেন আনুমানিক কয়েকশ বিএসএফ সদস্য বাংলাদেশের ভেতরে প্রবেশ করেছিল।
সাইফুল ইসলাম লালের বর্ণনা মতে, বড়াইবাড়ি বিডিআর ক্যাম্পের আটজন সদস্য প্রচণ্ড মনোবল এবং সাহস নিয়ে প্রথম চারঘন্টা লড়াই চালিয়ে গেছেন।
এরই মধ্যে আশপাশের আরো দুটি বিডিআর ক্যাম্প থেকে আরো ২০জন সদস্য বড়াইবাড়িতে আসেন। তারা গ্রামের বিভিন্ন জায়গায় অবস্থান নিয়ে বিএসএফকে প্রতিহত করে।
সাইফুল ইসলাম লাল মিঞা, বিডিআর'র সাথে তিনিও অস্ত্র হাতে নিয়েছিলেন।
বড়াইবাড়িতে যখন তীব্র সংঘর্ষ চলছে তখন ঢাকায় তৎকালীন বিডিআর (এখন বিজিবি) সদরদপ্তরের নির্দেশনায় জামালপুর এবং ময়মনসিংহ থেকে আরো বিডিআর সদস্য পাঠানো হয় কুড়িগ্রামের বড়াইবাড়িতে।
ময়মনসিংহ এবং জামালপুর থেকে সকাল সাড়ে দশটা নাগাদ বিডিআর সদস্যরা বড়াইবাড়িতে গিয়ে পৌঁছান।
রুহুল আমিন বলেন, ১৮ই এপ্রিল ভোর পাঁচটা থেকে সকাল এগারোটা পর্যন্ত একটানা গোলাগুলি হয়।
এরপর কিছুক্ষণ বিরতি দিয়ে আবারো শুরু হয় গোলাগুলি। এভাবে ১৮ই এপ্রিল সারাদিন এবং রাত গড়িয়ে ১৯শে এপ্রিল রাত পর্যন্ত থেমে থেমে গোলাগুলি চলে।
বড়াইবাড়ি সংঘাতে ১৬জন বিএসএফ সদস্যের মৃতদেহ পাওয়া যায় বাংলাদেশের সীমান্তের ভেতরে।
বিডিআর-বিএসএফ মধ্যকার সে সংঘর্ষ 'বড়াইবাড়ি যুদ্ধ' নামে পরিচিত স্থানীয়দের কাছে। নিহত বিডিআর সদস্যদের স্মরণে সেখানে তৈরি করা হয়েছে স্মৃতিস্তম্ভ।
স্থানীয় বাসিন্দা এবং তৎকালীন বিডিআর সদস্যদের দাবি ছিল, সে ঘটনায় বিএসএফ'র আরো বেশি সৈন্য মারা গেলেও অনেকের মৃতদেহ তারা ভারতে নিয়ে গেছে।
বড়াইবাড়ির বাসিন্দা সাইফুল ইসলাম লাল উল্লেখ করেন, যে ১৬জন সৈন্যের মৃতদেহ নিতে পারেনি সেগুলো বাংলাদেশের সীমান্তের ভেতরে ধানক্ষেতে পাওয়া যায়।
কেন রৌমারি আক্রমণ?
কুড়িগ্রাম সীমান্তে বিএসএফ আক্রমণ করার একটি পটভূমি রয়েছে।
বিডিআরের তৎকালীন মহাপরিচালক মেজর জেনারেল (অব.) ফজলুর রহমান ২০১২ সালে বিবিসি বাংলাকে দেয়া এক সাক্ষাৎকারে বলেন, এ ঘটনার সূত্রপাত হয়েছিল সিলেটের পদুয়াতে। সেখানে বাংলাদেশের সীমান্তের ভেতরে ভারতের বিএসএফ একটি ক্যাম্প করে দীর্ঘদিন সে জায়গা দখল করে আছে।
সিলেটের পদুয়ায় বিএসএফের সে ক্যাম্প নিয়ে বাংলাদেশ ও ভারতের মধ্যে কোন উত্তেজনা ছিল না।
২০০১ সালের প্রথম দিকে ভারতের বিএসএফ তাদের পাশের আরেকটি ক্যাম্পের সাথে সংযোগ সড়ক নির্মাণ শুরু করে বাংলাদেশের সীমান্তের ভেতর দিয়ে।
এই রাস্তা নির্মাণ নিয়ে বাংলাদেশের বিডিআর আপত্তি তুললেও ভারতের বিএসএফ তাতে কর্ণপাত না করে তাদের কাজ অব্যাহত রাখে।
এমন অবস্থায় বিডিআরের সে এলাকায় তাদের একটি অস্থায়ী অপারেশনাল ক্যাম্প স্থাপনের সিদ্ধান্ত নেয়।
"আমরা পদুয়াতে যাই এবং সেখানে তিনটা ক্যাম্প স্থাপন করি। বিএসএফ সেখানে ছয়টা ফায়ার করে। এরপর তারা প্রায় ৭০ জনের মতো সেখানে সারেন্ডার করে। আমরা পদুয়া দখল করে নিয়েছি।"
তিনি বলেন, পদুয়ার ঘটনার জের ধরে কুড়িগ্রামের রৌমারী সীমান্তের বড়ইবাড়ি বিডিআর ক্যাম্প দখলের জন্য বিএসএফ বাংলাদেশের ভেতরে ঢোকে।
২০০১ সালে ভারতের প্রধানমন্ত্রী ছিলেন অটল বিহারী বাজপেয়ী।
ভারতের ক্ষোভ ও সংকট সমাধানের চেষ্টা
রৌমারী সংঘাতের পর বাংলাদেশ এবং ভারতের কিছু সংবাদপত্রে ছবি প্রকাশিত হয়।
একটি ছবিতে দেখা গেছে, গুলিতে নিহত একজন ভারতীয় সৈন্যের হাত-পা বেঁধে একটি বাঁশের সাথে ঝুলিয়ে গ্রামবাসী কাঁধে করে নিয়ে যাচ্ছে।
এই ছবি ভারতে সাংঘাতিক ক্ষোভের সঞ্চার করেছিল। ২০০১ সালের ৭ই মে ভারতের ইন্ডিয়া টুডে সাময়িকীতে প্রকাশিত এক নিবন্ধে বলা হয়েছে, এটা এমন এক ছবি যেটি বাংলাদেশ-ভারতে সম্পর্ককে ভবিষ্যতেও তাড়িয়ে বেড়াবে।
ঘটনার দুদিন পরে বাংলাদেশের ভেতরে নিহত ১৬জন বিএসএফ সৈন্যের মরদেহ ভারতের কাছে হস্তান্তর করা হয়।
কিন্তু শুরুতে ভারত সেগুলো গ্রহণ করতে চায়নি। কারণ, মৃতদেহগুলো অনেকটাই বিকৃত হয়ে পড়েছিল।
বিএসএফ'র এক কর্মকর্তাকে উদ্ধৃত করে ২০০১ সালের ২০শে এপ্রিল ভারতের দ্য হিন্দু পত্রিকায় প্রকাশিত এক প্রতিবেদনে বলা হয়, বিডিআর যেসব মৃতদেহ এনেছিল প্রায় সবগুলোই এতোটা বিকৃত হয়ে গেছে যে সেগুলো চেনা যাচ্ছে না।
কিন্তু পরবর্তীতে এক পতাকা বৈঠকের মাধ্যমে সে সংকটের সুরাহা করা হয় এবং মৃতদেহগুলো গ্রহণ করে বিএসএফ।
ভারতের তৎকালীন স্বরাষ্ট্র সচিব কামাল পান্ডেকে উদ্ধৃত করে নিউইয়র্ক টাইমসের একটি প্রতিবেদনে বলা হয়েছে, আটজন সৈন্যকে একেবারে খুব কাছ থেকে গুলি করা হয়েছে। এ ঘটনাকে একটি বর্বর হত্যাকাণ্ড হিসেবে বর্ণনা করেন ভারতের স্বরাষ্ট্র সচিব।
এদিকে ভারতের তৎকালীন পররাষ্ট্রমন্ত্রী যশোবন্ত সিং দেশটির পার্লামেন্টে বলেন যে এই ঘটনার জন্য বাংলাদেশের কাছে তীব্র প্রতিবাদ জানানো হয়েছে।
অন্যদিকে বাংলাদেশের পররাষ্ট্র মন্ত্রণালয়কে উদ্ধৃত করে নিউইয়র্ক টাইমস জানায়, বাংলাদেশের প্রধানমন্ত্রী ভারতের প্রধানমন্ত্রীকে বলেছেন যে বাংলাদেশের সৈন্যরা আত্মরক্ষার্থে গুলি করেছে।
তবে এই ঘটনায় প্রাণহানির জন্য দুঃখ প্রকাশ করে বাংলাদেশের প্রধানমন্ত্রী এবং ঘটনার পূর্ণাঙ্গ তদন্তের প্রতিশ্রুতি দেন।
সৈয়দ মোয়াজ্জেম আলী, ২০০১ সালে তিনি পররাষ্ট্রসচিব ছিলেন।
এই ঘটনার পর বাংলাদেশের তৎকালীন পররাষ্ট্র সচিব মোয়াজ্জেম আলীকে সংকট সমাধানের জন্য দায়িত্ব দেন তৎকালীন প্রধানমন্ত্রী শেখ হাসিনা।
মি. আলী তখন ভারতীয় কর্মকর্তাদের সাথে প্রতিদিনই টেলিফোন সংলাপ করেন।
এদিকে বড়াই কুড়িগ্রামের বড়াইবাড়ি সীমান্তে সেখানকার সাধারণ মানুষজন মধ্যে উদ্বেগ ও আতঙ্ক ছড়িয়ে পড়ে যে ভারতীয় বাহিনী হয়তো বড়াইবাড়ি দখল করে নেবে।
বাংলাদেশের দিক থেকে ক্রমাগত কূটনৈতিক প্রচেষ্টার ফলে সীমান্ত শান্ত হয়ে আসে।
রৌমারি সংঘাত ও ষড়যন্ত্র তত্ত্ব
রৌমারি সংঘাতের পর অনেকে বিডিআরের ভূমিকাকে 'সাহসী' হিসেবে বর্ণনা করেন। আবার কেউ কেউ তখন এর ভিন্ন ব্যাখ্যা তুলে ধরেন।
বিডিআর'র তৎকালীন মহাপরিচালক মেজর জেনারেল (অব.) ফজলুর রহমানের ভূমিকা নিয়ে নানা প্রশ্ন উঠেছিল।
অনেকে মনে করেন, শেখ হাসিনার নেতৃত্বে তৎকালীন আওয়ামী লীগ সরকারকে বিপদে ফেলার জন্যই এই ঘটনা হয়েছিল।
রৌমারী সংঘাতের সময় শেখ হাসিনার নেতৃত্বে আওয়ামী লীগ ক্ষমতায় ছিল।
রৌমারীর ঘটনার পর মেজর জেনারেল ফজলুর রহমানকে বিডিআরের প্রধানের পদ থেকে সরিয়ে সেনাবাহিনীতে ফেরত আনা হয়।
এরপর ২০০১ সালে বিএনপি সরকার ক্ষমতায় আসার পর সেনাবাহিনী থেকে বাধ্যতামূলক অবসর দেয়া হয় মেজর জেনারেল ফজলুর রহমানকে।
২০১২ সালে বিবিসি বাংলাকে দেয়া এক সাক্ষাৎকারে মেজর জেনারেল (অব.) ফজলুর রহমান বলেন, সে ঘটনার জন্য তাকে দায়ী করা হলেও এর কোন ভিত্তি নেই।
"অনেকে বলেন শেখ হাসিনার সরকারকে বিপদে ফেলার জন্য আমি এটা করেছিলাম। কেউ কেউ বলেন যে বাংলাদেশ ভারতের মধ্যে গণ্ডগোল সৃষ্টির জন্য আমি এটা করেছিলাম।"
জেনারেল রহমান বলেন, "আপনারাই বিচার করুন। বর্ডারে রক্ষণাবেক্ষণ করবার দায়িত্বেই আমাকে নিয়োজিত করা হয়েছে। আমি যদি ঐ সময়ে আপোষ করতাম, তাহলে এই সমালোচনা আমাকে শুনতে হতো না। আমার তো কাজই হলো সীমান্ত রক্ষা করা এবং সীমান্তের মানুষের জানমালের নিরাপত্তা দেয়া।"
রৌমারী সীমান্তে সংঘাতের পর বাংলাদেশ-ভারত সীমান্ত জুড়ে চরম উত্তেজনা। এই ছবিটি ২০০১ সালের ১৯ই এপ্রিল মেঘালয়ের ডাউকি সীমান্তে তোলা যেখানে বিএসএফ সৈন্যরা সতর্ক অবস্থায় ছিল।
বাংলাদেশের উত্তরাঞ্চলীয় জেলা কুড়িগ্রামের একটি গ্রাম বড়াইবাড়ি। বাংলাদেশ-ভারত সীমান্তের লাগোয়া এই গ্রামটি অবস্থিত।
২০০১ সালের ১৮ই এপ্রিল এই গ্রামে ঘটে যায় বাংলাদেশ ও ভারতের সীমান্তরক্ষী বাহিনীর মধ্যে ইতিহাসের সবচেয়ে রক্তক্ষয়ী সংঘর্ষ।
সে সংঘর্ষে ভারতীয় সীমান্ত রক্ষী বাহিনী বা বিএসএফ'র ১৬ জন সৈন্য নিহত হয় এবং বাংলাদেশের তৎকালীন সীমান্তরক্ষী বাহিনী বিডিআরের (এখন বিজিবি) ২ জন সৈন্য নিহত হয়।

১৮ই এপ্রিল ভোর রাতে বড়াইবাড়ি গ্রামের কয়েকজন বাসিন্দা তাদের কৃষিজমিতে সেচ কাজ দেখতে যান।
এসময় তারা দেখতে পান ধানক্ষেতে বহু সৈন্য অস্ত্র নিয়ে হাঁটছে।
এই সৈন্যদের মধ্যে কয়েকজন এসে গ্রামবাসীর কাছে হিন্দি ভাষায় জানতে চান, বিডিআরের ক্যাম্প কোথায়?
তখন গ্রামবাসী বুঝতে পারেন এরা ভারতের বিএসএফের সদস্য।
বড়াইবাড়ি গ্রাম, এখানেই ঢুকেছিল ভারতের বিএসএফ সৈন্যরা।
বাংলাদেশের সীমান্তের ভেতরে বিএসএফ ঢুকে পড়ার খবরটি বেশ দ্রুত বড়াইবাড়ি বিডিআর ক্যাম্পে পৌঁছে দেন সাইফুল ইসলাম লাল। তিনি নিজেও আনসার ও গ্রাম প্রতিরক্ষা বাহিনীর প্রশিক্ষণপ্রাপ্ত।
সাইফুল ইসলাম লাল যখন বিডিআর ক্যাম্পে যান তখন সেই ক্যাম্পে মাত্র আটজন বিডিআর সদস্য ছিল।
"ক্যাম্পের ভেতরে গিয়ে আমি বিডিআরকে বললাম যে বিএসএফ আমাদের এলাকায় ঢুকে পড়েছে। তখন বিডিআর সদস্যরা অস্ত্র নিয়ে প্রস্তুতি নেয়। কিছুক্ষণ পরে আমি প্রস্রাব করার জন্য বাইরে এসে পুকুরের অপর পাড়ে বিএসফ সদস্যদের দেখি," বলেন সাইফুল ইসলাম লাল।
"দৌড়ে ক্যাম্পের ভেতরে ঢুকে এই খবর জানাই। সঙ্গে সঙ্গে শুরু হয় ফায়ার। শত শত গুলি, চারিদিক থেকে গুলি। আমিও তখন অস্ত্র হাতে তুলে নিলাম।"
প্রত্যক্ষদর্শীদের বর্ণনা মতে ভোর পাঁচটা থেকে তীব্র গোলাগুলির আওয়াজে প্রকম্পিত হয়ে উঠে বড়াইবাড়ি গ্রাম ও তার আশপাশের এলাকা।
প্রচণ্ড গোলাগুলিতে গ্রামবাসী তাদের বাড়িঘর ফেলে পালিয়ে যেতে থাকে।
স্থানীয় বাসিন্দা রুহুল আমিন, যিনি ২০১৪ সালে সংসদ সদস্য নির্বাচিত হয়েছিলেন।
তখন এই ঘটনা খুব কাছ থেকে দেখেছেন স্থানীয় বাসিন্দা রুহুল আমিন, যিনি ২০১৪ সালে সে এলাকার সংসদ সদস্য নির্বাচিত হয়েছিলেন।
যেদিন বিএসএফ বড়াইবাড়ি আক্রমণ করে সেদিন স্থানীয় মানুষজনকে সংগঠিত করার কাজ করেছিলেন রুহুল আমিন।
বিএসএফকে প্রতিরোধ করার জন্য বিডিআরের সহায়তায় আনসার ও গ্রাম প্রতিরক্ষা বাহিনীর প্রশিক্ষণপ্রাপ্ত ১২জন সদস্যকে একত্রিত করেন রুহুল আমিন।
তিনি বলেন, বিএসএফ যখন বাংলাদেশের ভেতরে ঢোকে তখন অনেক গ্রামবাসী পালিয়ে গেলেও পরবর্তীতে আবার ফিরে আসে। এরপর তারা বিডিআরের সাথে মিলে বিএসএফের বিরুদ্ধে প্রতিরোধ গড়ে তোলে।
"ভোর পাঁচটা থেকে এগারোটা পর্যন্ত বড়াইবাড়ি গ্রামে বিভীষিকা মুহূর্ত ছিল। দুপক্ষের মধ্যে প্রচণ্ড গোলাগুলি হয়," বলেন রুহুল আমিন।
বড়াইবাড়ি গ্রামের ধানক্ষেতে পড়েছিল বিএসএফ সৈন্যদের মরদেহ।

ঘটনার দুদিন পরে বাংলাদেশের ভেতরে নিহত ১৬জন বিএসএফ সৈন্যের মরদেহ ভারতের কাছে হস্তান্তর করা হয়।
কিন্তু শুরুতে ভারত সেগুলো গ্রহণ করতে চায়নি। কারণ, মৃতদেহগুলো অনেকটাই বিকৃত হয়ে পড়েছিল।
বিএসএফ'র এক কর্মকর্তাকে উদ্ধৃত করে ২০০১ সালের ২০শে এপ্রিল ভারতের দ্য হিন্দু পত্রিকায় প্রকাশিত এক প্রতিবেদনে বলা হয়, বিডিআর যেসব মৃতদেহ এনেছিল প্রায় সবগুলোই এতোটা বিকৃত হয়ে গেছে যে সেগুলো চেনা যাচ্ছে না।
কিন্তু পরবর্তীতে এক পতাকা বৈঠকের মাধ্যমে সে সংকটের সুরাহা করা হয় এবং মৃতদেহগুলো গ্রহণ করে বিএসএফ।
ভারতের তৎকালীন স্বরাষ্ট্র সচিব কামাল পান্ডেকে উদ্ধৃত করে নিউইয়র্ক টাইমসের একটি প্রতিবেদনে বলা হয়েছে, আটজন সৈন্যকে একেবারে খুব কাছ থেকে গুলি করা হয়েছে। এ ঘটনাকে একটি বর্বর হত্যাকাণ্ড হিসেবে বর্ণনা করেন ভারতের স্বরাষ্ট্র সচিব।
এদিকে ভারতের তৎকালীন পররাষ্ট্রমন্ত্রী যশোবন্ত সিং দেশটির পার্লামেন্টে বলেন যে এই ঘটনার জন্য বাংলাদেশের কাছে তীব্র প্রতিবাদ জানানো হয়েছে।
অন্যদিকে বাংলাদেশের পররাষ্ট্র মন্ত্রণালয়কে উদ্ধৃত করে নিউইয়র্ক টাইমস জানায়, বাংলাদেশের প্রধানমন্ত্রী ভারতের প্রধানমন্ত্রীকে বলেছেন যে বাংলাদেশের সৈন্যরা আত্মরক্ষার্থে গুলি করেছে।
তবে এই ঘটনায় প্রাণহানির জন্য দুঃখ প্রকাশ করে বাংলাদেশের প্রধানমন্ত্রী এবং ঘটনার পূর্ণাঙ্গ তদন্তের প্রতিশ্রুতি দেন।
সৈয়দ মোয়াজ্জেম আলী, ২০০১ সালে তিনি পররাষ্ট্রসচিব ছিলেন।
এই ঘটনার পর বাংলাদেশের তৎকালীন পররাষ্ট্র সচিব মোয়াজ্জেম আলীকে সংকট সমাধানের জন্য দায়িত্ব দেন তৎকালীন প্রধানমন্ত্রী শেখ হাসিনা।
মি. আলী তখন ভারতীয় কর্মকর্তাদের সাথে প্রতিদিনই টেলিফোন সংলাপ করেন।
এদিকে বড়াই কুড়িগ্রামের বড়াইবাড়ি সীমান্তে সেখানকার সাধারণ মানুষজন মধ্যে উদ্বেগ ও আতঙ্ক ছড়িয়ে পড়ে যে ভারতীয় বাহিনী হয়তো বড়াইবাড়ি দখল করে নেবে।
বাংলাদেশের দিক থেকে ক্রমাগত কূটনৈতিক প্রচেষ্টার ফলে সীমান্ত শান্ত হয়ে আসে।
রৌমারি সংঘাত ও ষড়যন্ত্র তত্ত্ব
রৌমারি সংঘাতের পর অনেকে বিডিআরের ভূমিকাকে 'সাহসী' হিসেবে বর্ণনা করেন। আবার কেউ কেউ তখন এর ভিন্ন ব্যাখ্যা তুলে ধরেন।
বিডিআর'র তৎকালীন মহাপরিচালক মেজর জেনারেল (অব.) ফজলুর রহমানের ভূমিকা নিয়ে নানা প্রশ্ন উঠেছিল।
অনেকে মনে করেন, শেখ হাসিনার নেতৃত্বে তৎকালীন আওয়ামী লীগ সরকারকে বিপদে ফেলার জন্যই এই ঘটনা হয়েছিল।
রৌমারী সংঘাতের সময় শেখ হাসিনার নেতৃত্বে আওয়ামী লীগ ক্ষমতায় ছিল।
রৌমারীর ঘটনার পর মেজর জেনারেল ফজলুর রহমানকে বিডিআরের প্রধানের পদ থেকে সরিয়ে সেনাবাহিনীতে ফেরত আনা হয়।
এরপর ২০০১ সালে বিএনপি সরকার ক্ষমতায় আসার পর সেনাবাহিনী থেকে বাধ্যতামূলক অবসর দেয়া হয় মেজর জেনারেল ফজলুর রহমানকে।
২০১২ সালে বিবিসি বাংলাকে দেয়া এক সাক্ষাৎকারে মেজর জেনারেল (অব.) ফজলুর রহমান বলেন, সে ঘটনার জন্য তাকে দায়ী করা হলেও এর কোন ভিত্তি নেই।
"অনেকে বলেন শেখ হাসিনার সরকারকে বিপদে ফেলার জন্য আমি এটা করেছিলাম। কেউ কেউ বলেন যে বাংলাদেশ ভারতের মধ্যে গণ্ডগোল সৃষ্টির জন্য আমি এটা করেছিলাম।"
জেনারেল রহমান বলেন, "আপনারাই বিচার করুন। বর্ডারে রক্ষণাবেক্ষণ করবার দায়িত্বেই আমাকে নিয়োজিত করা হয়েছে। আমি যদি ঐ সময়ে আপোষ করতাম, তাহলে এই সমালোচনা আমাকে শুনতে হতো না। আমার তো কাজই হলো সীমান্ত রক্ষা করা এবং সীমান্তের মানুষের জানমালের নিরাপত্তা দেয়া।"
