I don't doubt Cooper's assessment at all. His evidence is that India's managed to accurately put a lot of precision ordnance on target, as opposed to Pakistan.
It was almost becoming the case that India had us pinned down. Indian AD was also exposed as layered, dense and highly integrated. This was a nasty surprise for Pakistan and Pakistan as per many accounts launched the Chinese made Nasr/ Fattah artillery rockets at multiple Indian AF bases but from the evidence, they were easily intercepted because of predictable hyperbolic trajectories.
We were just not prepared for this war and Indian missiles/ drones/ AD had rendered our defenses inadequate. We were starting to take severe losses and a ceasefire was thankfully enforced, before Pakistan military's failure was fully exposed.
Nothing outrageous this Tom Cooper's claimed.
