Many wanted to go but changed their minds. Many are boycotting it now. India is also a much bigger country so their numbers will also be greater. Pakistan's tourist industry grew under Imran Khan and is still growing now with a positive social media revolution. India, on the other hand, has a negative social media output due to their own denial.

It's not all about numbers. Look at more technicalities. Pakistan's numbers are growing rapidly and in a much more positive way. Did you not just comment on that video of the women foreigner in India who was almost raped? People in the comments of such videos compare South Asian countries.

I meet these people almost everyday, no need to read comments on the internet.
