Why would Iran do that?

They have their fanatical followers in your society. Lets call them sleeper cells on standby.

But that is hardly any strategic depth of note when you consider the vast span of proxy control they operate in the middle east.

I believe Iran neutralizes the Saudi influence in Pakistan.

They do not want YOU to attack them and open another flank when one is not necessary.

Pakistan may be Sunni dominant, but you do have a sizable Shia population.
