The Bangladesh foreign ministry has no information regarding whether ousted former prime minister Sheikh Hasina has obtained Indian citizenship.

“We do not have any information on whether former Prime Minister Sheikh Hasina has taken Indian citizenship,” ministry’s spokesperson Mohammad Rafiqul Alam made the remark while responding to a question at the ministry’s weekly briefing.

He added that Hasina’s current status is a matter under the jurisdiction of the Indian government.

Hasina has been residing in India since fleeing the country in August last year, following widespread protests that culminated in her resignation.

Regarding demands to review all agreements with India, Rafiqul Alam clarified, “Bilateral agreements with India have been made by various ministries and agencies.

If any ministry or agency feels the need for a review, they may proceed accordingly.”

When asked if all agreements with India will be made public, the spokesperson explained, “All agreements with India are already public.

You can view them on the Indian Ministry of External Affairs’ website.”

In response to another query, he stated, “I am not aware of any secret agreements with India.”

Answering another query, Alam said Dhaka is waiting for India’s reply regarding Bangladesh’s new High Commissioner to India as Bangladesh sought agrimo (recognition).

“We are waiting for India’s reply. I don’t think it is taking more time than usual.

There is no specific timeframe but usually it is by 3 to 4 months,” said the spokesperson.​

Chief Adviser's Press Secretary Shafiqul Alam today said ousted prime minister Sheikh Hasina must be returned to the country through legal process and brought her to justice.

"The way Sheikh Hasina brought back her father's murderers, we will bring back the murderers of the movement and try them in court," he said.

Shafiqul made the remarks while speaking as the main discussant at a seminar titled, "July Revolution Aspirations and the Media".

The Islamic University (IU) authorities and the Islamic University Journalists Association (IUJA) jointly organised this seminar at Bir Shrestha Hamidur Rahman Auditorium on the campus in Khulna.

Alam said the interim government is working on state reforms to build Bangladesh as per the aspirations of the July revolution and implementing the aspirations of the people.

He also said half of the IU students are females, which is a very good image.

"I saw in the documentary that girls were leading the July movement. This university played an important role in the movement," the press secretary said.

Noting that this image should be conveyed to the world as the future of the students is related to the image, he said, "We have to work to preserve the history of the movement of this university."

He said the names of the halls that still remain in the name of the dictator need to be changed to the martyrs' names.

The press secretary said the aspirations of people are being fulfilled through reform commissions to build a new Bangladesh.

The reports of commissions are the outcomes of the July uprising, he said, urging all students to read these reports and join debate on those on the campus.​

Law Adviser Dr Asif Nazrul has said that if India refuses to return Sheikh Hasina, it would constitute a violation of the extradition treaty between Bangladesh and India.

"We have written a letter for extradition. If India does not extradite Sheikh Hasina, it will be a clear violation of the extradition treaty between Bangladesh and India," he said at a views-exchange meeting with reporters at the Secretariat on Tuesday.

In that case, he said, the Ministry of Foreign Affairs will take necessary steps to address the matter within the international community.

The Ministry of Foreign Affairs is also making efforts and a red alert has already been issued, he added.

"We are doing everything we can. The government will continue all efforts to bring Sheikh Hasina back. If necessary, international support will be sought,” said the law adviser.

Referring to the trial of the July mass killings, the adviser said a second tribunal will be formed, if needed, to expedite the trial of those involved in the massacre, UNB reports.

“There is no conflict between the trial of the July mass killing criminals and the upcoming elections. The trial will proceed at its own pace. We will finish the trial work as quickly as possible. If necessary, international judges will be appointed,” he said.​

The foreign ministry has said there is no updated information regarding the issuance of a red notice by Interpol for the return of former prime minister Sheikh Hasina from India to face trial.

During the ministry's weekly briefing on Monday, spokesperson Rafiqul Alam responded to media inquiries, saying: “I do not have updated information on the red notice matter.”

Hasina has been residing in India since fleeing there on Aug 5, following massive public protests.

While several senior leaders of her party, the Awami League, have been arrested, most remain in hiding.

In the wake of the student movement and subsequent crackdown, charges have been filed at the International Crimes Tribunal, or ICT, accusing Hasina and others of crimes against humanity, including “genocide”, in relation to the government’s actions during the protests.

The interim government has started the trial process for these charges.

Between Jul 5 and Aug 5, a number of allegations related to “genocide and crimes against humanity” were submitted to the tribunal’s investigation agency and prosecution office during the student-led mass movements across Bangladesh.

Among these, arrest warrants have been issued by the tribunal for Hasina, her family members, and senior Awami League leaders in two cases.

On Dec 23, Bangladesh sent a diplomatic note to the Indian government, requesting Hasina’s return for trial.

However, India has yet to provide an official response, with media reports indicating that her visa has been extended.

Before sending the diplomatic note, the government and the ICT prosecution department had been discussing the possibility of issuing Interpol's red notice to facilitate Hasina’s return.

On Nov 12, the tribunal’s Chief Prosecutor Mohammad Tajul Islam said steps would be taken to issue the red notice after corresponding with the Inspector General of Police Baharul Alam.

However, more than two and a half months later, no red notice has been listed on the International Criminal Police Organisation or Interpol’s website.

WHAT IS AN INTERPOL RED NOTICE?

According to Interpol, a red notice is a process through which law-enforcing agencies around the world are asked to locate and temporarily detain individuals who are the subject of extradition or surrender procedures.

It is not an international arrest warrant.

The Interpol site clarified that member countries follow their own domestic laws when executing arrests based on a red notice.

These notices are intended solely for use by law-enforcing agencies and are typically shared publicly at the request of member countries.

In response to further questions on the red notice for Hasina, Rafiqul said: “A country can request a red notice through Interpol by providing details about a suspected criminal, after which the relevant country can apply for the notice. The red notice is similar to an international arrest warrant.”

BENGALURU INCIDENT, BORDER KILLING INQUIRY

Rafiqul also provided updates regarding two other incidents involving Bangladeshi nationals in India.

He confirmed that the ministry had requested information regarding the death of a Bangladeshi woman, who was allegedly raped and murdered in Bengaluru.

A body of the 28-year-old Bangladeshi woman was discovered on the banks of a lake in the Ramamurthy area of the southern Indian state.

Initial reports from police indicated that she had been raped and murdered.

The identity of the woman has not been released by the Karnataka police, although they confirmed she worked as a domestic help in an apartment building in Bengaluru.

Her family lives in the same area, and her husband works as a sanitation worker for the Bengaluru Municipal Corporation.

In response to another query, the spokesperson said the ministry was also looking into the recent incident at the Kulaura border, where a Bangladeshi national was reportedly killed.

Rafiqul said, “We are investigating the matter. From what we have gathered, it appears to be more of a family dispute. Since this incident involved border crossing, the BGB [Border Guard Bangladesh] is in talks with the Border Security Force. We do not have all the details, but our relevant wing is looking into it.”

In a separate issue, Rafiqul commented on the participation of a high-level government delegation in India’s Republic Day celebrations, calling it a normal diplomatic occurrence.

He remarked: “We have always maintained that Bangladesh hopes for good relations with all countries. There is no special reason to view this differently. At such events, it is typical for a high-level representative to attend, including the guest of honour. This is a routine diplomatic practice.”​

Bangladesh has requested the Interpol to issue a red notice on deposed prime minister Sheikh Hasina who has been living in India since she was overthrown in the August uprising.

Police chief Baharul Alam disclosed the information at a high-level meeting with security chiefs, presided over by interim government head Muhammad Yunus, at the State Guest House Jamuna on Monday, the Chief Adviser’s Office said in a statement.

"We've made a request. We hope we will get some response soon," he said.

Baharul said police have set up 10 teams to monitor the murder cases filed over the atrocities and killings by Hasina's security forces during July and August.

Yunus directed police to fast-track these cases and to make sure that no innocent people are harassed by these cases, the statement read.

He also asked police and the law-enforcing agencies to create a command centre to intensively monitor law and order situation in the country.

The assembly was also attended by Home Advisor Jahangir Alam Chowdhury, Special Assistant to Chief Adviser Khuda Baksh Chowdhury, Home Secretary Nasimul Gani, and chiefs of police, BGB, RAB, DMP, Coast Guard and Special Branch.

Yunus said the security agencies must make maximum use of the latest communication tools to make sure they can quickly intervene in a situation.

"We have to set up a command center or a command headquarters, which will coordinate among all the police and security agencies," he told senior security officials.

The chief adviser said the new command structure would "skillfully and intensively" communicate among all agencies, police stations across the country and all law-enforcing authorities.

He ordered the security chiefs to stay vigilant against any attempt to disrupt the law and order situation in Bangladesh.

"We have to be as alert as if we were in a war-like situation. This year is a very critical year for the country. We must not allow anyone to create chaos and anarchy," he said.

The adviser said the cronies of Hasina were spending a huge amount of money to attempt to foment anarchy and spread disinformation.

"We must stay vigilant. Everyone should fight against this disinformation menace," he said.

He ordered the security chiefs to protect the human rights of every citizen and take special measures to thwart any attacks on the religious or ethnic minorities.

"Our global image will be badly damaged if we can't protect our religious minorities. We will also have to be very transparent in this regard," he said.

The chief adviser also ordered police to launch a crackdown on extortionists in an effort to keep prices of food and essential commodities stable during Ramadan.​

Bangladesh Nationalist Party’s acting chairman Tarique Rahman on Wednesday demanded bringing back deposed prime minister Sheikh Hasina to face justice for the ‘crimes she committed’.

‘Dictator Sheikh Hasina, who left power in the mass uprising and fled abroad, must be brought back to the country quickly to face justice. She cannot be spared by any means,’ he said while virtually addressing a rally.

Amra BNP Paribar organised the rally at Sonagazi Mohammad Saber Pilot Government High School ground in Feni to provide housing to family of Mohammad Masud, who was killed in a RAB firing on June 25, 2016, and financial assistance to the families of 45 July uprising martyrs in Feni, Noakhali and Lakshmipur.

Tarique Rahman said that Awami League government killed 2,000 people in the July-August uprising alone while thousands of students and the people were injured.

In addition, thousands of BNP leaders and activists were tortured by the party in the past 16 years, he added.

‘When the autocratic government seized power with the barrel of gun, only BNP wanted reforms. Everyone must work together to form a people’s government through elections and build a new Bangladesh,’ he said.

Remembering the founder of the BNP Ziaur Rahman, Tarique Rahman said that Ziaur Rahman increased agricultural production in the country through the canal digging programme.

Ziaur Rahman provided employment to the people by establishing factories while BNP chief former prime minister Khaleda Zia made a lot of efforts to move the country forward, he noted.

‘Whenever BNP comes to power, the country moves forward. In that continuity, we announced 31-point outline for repairing the state structure two and a half years ago to take the country forward anew,’ he said.

‘In future, if there is a people’s government through elections; the dignity of the martyrs who sacrificed themselves will be established and the expectations of the people will be fulfilled by implementing the 31 points,’ he said.

Urging party men to remain vigilant, he said that some opportunists may conspire to tarnish the image of the party, so they cannot be given a chance under any circumstances.

He said that BNP would continue its movement and struggle until a people’s government was established.

‘The sooner the people’s government is established, the sooner it will be able to take the country on the path of prosperity,’ he said.

BNP acting chairman called upon democratic parties and people to be united in establishing a people’s government.

Tarique Rahman also inaugurated a house built for the family of Masud, the former joint convener of the Upazila Juba Dal, who was allegedly a victim of extrajudicial killing in Sonagazi.

The leaders present at the event handed over the keys of the house to Masud’s family.

Masud’s daughter Muntaha broke down in tears while giving a speech expressing her feelings.

Muntaha demanded capital punishment of the then Charchandia UP chairman and joint secretary of the Upazila Awami League, Mosharraf Hossain Milon, accusing him of his involvement in the Masud murder.

India today said it has not conveyed any response to Bangladesh on the latter's request for extradition of former prime minister Sheikh Hasina for her alleged crimes committed before she fled to India last year.

"The government of Bangladesh has sought the extradition of former Bangladesh prime minister Sheikh Hasina for offences allegedly committed before she came to India on 5th August 2024. No response has been conveyed to the government of Bangladesh," State Minister of Indian External Affairs Kirti Vardhan Singh said while replying to a question posed by CPI(M) Rajya Sabha MP from Kerala John Brittas.

Bangladesh has sued Hasina and her kin in court, accusing them of graft, mass murder and also demanded her extradition while accusing her of inciting unrest through her statements from New Delhi. The Yunus-led government has also accused her of enforced disappearances.

Referring to the demolition of 32 Dhanmondi residence of Bangabandhu Sheikh Mujibur Rahman, Congress Lok Sabha MP Shashi Tharoor told ANI, "It is tragic that these things are happening. Obviously Bangladesh can turn around and say these are our internal affairs and that it's none of your business and I accept that.

"But having said that, it's also true there are some decencies we would like to see in our neighbours. And this was a gentleman (Bangabandhu) with an enormous contribution to Bangladeshi history, which cannot be wished away whether you disagree with him or his party or his daughter politically. It is truly I think shameful that such a thing has happened," Tharoor said.

He also said, "India as a foreign country can only express its own regret that it has happened. But it has no business to complain to Bangladesh because it is genuinely not our business."​

India’s Minister of State for External Affairs Kirti Vardhan Singh has confirmed that Bangladesh has requested the extradition of its ousted prime minister Sheikh Hasina for trial, but India has yet to decide on the matter.

Responding to a written question during Thursday’s session from John Brittas, member of the Rajya Sabha, the upper house of India's parliament, Singh disclosed the information, reports bdnews24.com.

Brittas, also managing director of Kairail TV and Kairail News, inquired whether the Bangladesh government had formally requested Hasina’s return, the reasons cited for the request, and whether India had communicated any response to Dhaka.

In his reply, Singh said Bangladesh had indeed sought Hasina’s extradition, citing alleged “crimes” committed before she left the country. However, India has yet to convey any decision to Bangladesh.

The Awami League President Hasina fled to India on Aug 5, 2024 amid mass protests and has remained there since.

While several senior leaders of her party have been arrested, most remain in hiding.

The interim government has initiated proceedings against Hasina and others at the International Crimes Tribunal, labelling the Awami League government's crackdown on student protests as "genocide".

More than 50 allegations of "genocide and crimes against humanity" between Jul 5 and Aug 5 during the student-led mass protests have been filed with the tribunal’s investigative and prosecution offices.

In one case, an arrest warrant has been issued for Hasina, while another case has led to warrants against 45 individuals, including her family members and senior Awami League leaders.

Amid ongoing trials in nearly 300 cases against Hasina, the interim government formally requested her extradition under the extradition treaty, sending a diplomatic note to the Indian government on Dec 23.

At the time, Indian media reports suggested that India was reluctant to extradite Hasina, indicating that New Delhi might take months to respond to Dhaka’s request.​

Dhaka would continue to wait for New Delhi’s response to its request for the extradition of deposed prime minister Sheikh Hasina who fled to India for shelter on August 5, 2024 amid a student-led mass uprising.

‘We have sent all necessary documents with the letter requesting the Indian government to extradite former prime minister Sheikh Hasina, but have not yet received any response from New Delhi,’ foreign ministry spokesperson Mohammad Rafiqul Alam told the weekly media briefing at the foreign ministry on Thursday.

Responding to a query, he said that they would continue to wait for India’s response in this regard.

Asked whether they would give a reminder, Rafiqul, also director general of the public diplomacy wing, said it depended on the decision of the political leadership.

‘A reminder will be given when the political leadership thinks it is the right time,’ he said adding that the extradition was a diplomatic process as well as a political decision as there was an extradition treaty between the two neighbouring countries.

Earlier in December, he said that Dhaka would wait for a reasonable time for New Delhi’s response.

On December 23, 2024, the foreign ministry sent a note verbale to its Indian counterpart, requesting the extradition of Sheikh Hasina who is facing an International Crimes Tribunal warrant for her arrest on charges of genocide and crimes against humanity during the July-August mass uprising along with scores of murder cases.

Amid rising demands for extradition of the ousted prime minister for trial, the foreign ministry requested its Indian counterpart to send her back.

Hasina, also the Awami League president, has been staying in India since the mass uprising ousting her 15-year autocratic regime on August 5, leading to the formation of the interim government led by Professor Muhammad Yunus on August 8.​

Bangladesh has sent necessary documents to India to bring back former prime minister Sheikh Hasina under the existing extradition treaty.

Rafiqul Alam, spokesperson of the foreign affairs ministry, made the disclosure in a weekly briefing at the ministry on Thursday.

Sheikh Hasina fled to India after being ousted from power on 5 August. The interim government now seeks to bring her back to face trial over the killings in July and August.

In this regard, the spokesperson said necessary documents were sent to New Delhi from Dhaka. Now, the government will wait for diplomatic and political response over the issue.

He further noted that it is up to the government’s high level to decide if the international process will be followed to extradite other Awami League leaders currently staying in India.

Meanwhile, the spokesperson welcomed the UN fact-finding mission’s report, saying it would shake the conscience of any person. He expressed hope that neighbouring India would consider the report and cooperate with Bangladesh on the issue.​

"We want to bring her back and put her on trial in person. The people of Bangladesh want to see her trial. Bringing her to justice is our top priority," he said in response to a question whether her trial would be held in absentia.

Speaking at a briefing at the Foreign Service Academy in the capital, Shafiqul Alam said Hasina has been accused of committing crimes against humanity in the recently published UN rights report.

"A huge pressure is being created [on India to extradite Sheikh Hasina] following the UN report and other reports from some human rights groups," he said.

Referring to a recent survey conducted by India Today, the press secretary said 55 percent of Indians support Sheikh Hasina's extradition to Bangladesh, a certain percentage want her sent to a third country and only 16-17 percent of Indians want she should be allowed to stay in India.

Shafiqul also said the interim government will form a high-powered committee soon to investigate and prepare a white paper on corruption and irregularities in the ICT sector during the Awami League regime. "This committee will present a white paper within two months," he said.

He said the media ran many reports over a huge corruption and irregularities took place in the ICT ministry and the name of digitalisation and Digital Bangladesh.

The Anti-Corruption Commission has started the process to bring back deposed prime minister Sheikh Hasina and her niece Tulip Siddiq, said its commissioner Brigadier General, retd, Hafiz Ahsan Farid on Tuesday.

‘We have started the work. The ACC has started the process of bringing them back,’ he said while talking to reporters at the ACC office in Segunbagicha in Dhaka.

After the interim government took office, several cases were filed against Sheikh Hasina and her family members on charges of murder, enforced disappearances, corruption, fraud and abuse of power.

The ACC filed six cases against Sheikh Hasina and her family members on charges of abusing power and forgery in obtaining 60 katha plots of 10 katha each in a RAJUK housing project.

When asked about bringing former UK minister Tulip Siddiq back to the country, Hafiz Ahsan said, ‘We have sent documents from here to the home ministry which is called a Mutual Legal Assistance Request (MLAR).’

‘It will go to the foreign embassy through the foreign affairs ministry. From there it will go to the Bangladesh embassy. We have started that work. The ACC has started the process of bringing them back,’ he added.

Regarding the return of Tulip Siddiq, he said he could not tell about the legal process of how to bring her back to the country.

‘A case has been filed against her as a Bangladeshi citizen,’ he said.

Mentioning Tulip as a Bangladeshi NID and passport holder, he added, ‘The letters given to her have been sent to her Bangladeshi address. We do not consider her a foreign citizen. When the case was filed she was staying abroad. Initiatives will be taken to bring her back.’

‘We are at the stage of agreements with various international anti-corruption agencies. We will get help from them once the deal is done,’ he said.​

The Anti-Corruption Commission (ACC) has said it will move to issue arrest warrants through Interpol to bring back to Bangladesh deposed prime minister Sheikh Hasina and seven members of her family accused in a corruption case over land allocation.

They face charges involving the allocation of plots in the Purbachal project of Rajdhani Unnayan Kartripakkha (RAJUK), according to bdnews24.com.

In addition to Hasina, her son Sajeeb Wazed Joy, daughter Saima Wazed Putul, sister Sheikh Rehana, nephew Radwan Mujib Siddique, nieces Tulip Siddique and Azmina Siddique Ruponti are among the accused.

The court has already permitted the issuance of an Interpol arrest warrant for Putul, and officials said appeals will be filed against the others soon.

ACC Director General Akhtar Hossain told bdnews24.com, “Within the legal framework, investigating officers have full freedom to issue red alerts, arrest warrants, or take other legal action against anyone found to be involved in an investigation.”

Six cases were filed against Hasina and her family members in January on charges of obtaining plots in the Purbachal New Town project of RAJUK through “abuse of power and irregularities”.

The anti-graft agency is also submitting charge sheets in those cases.

The Awami League’s 15-year rule ended on Aug 5, 2024, following a

mass uprising led by students and the public.

After stepping down as prime minister, Hasina fled to India, where she has remained since.

Putul currently serves as the regional director of the World Health Organization’s South-East Asia Regional Office (WHO SEARO) and is in India for her duties, while Joy has been living in the US for many years.

When Hasina fled to India, there were reports that her sister Rehana accompanied her, but there has been no confirmation of her current whereabouts.

Rehana’s children are British citizens—Tulip is a British MP, Ruponti also lives in London, and Radwan, who was in Dhaka before the uprising, is believed to have left the country.

Arrest warrants have been issued in multiple of the six cases filed against them.

The International Crimes Tribunal (ICT) has also issued a warrant against Hasina on charges including genocide and enforced disappearance.

Bangladesh has requested India to return Hasina under the existing extradition treaty, but there has been no official response.

Following the fall of the Awami League government, the ACC launched an investigation on Dec 26, 2024, into alleged irregularities in the allocation of six plots in the Purbachal New Town project registered in the names of Hasina and five family members.

The 0.02-hectare plots were allocated in the names of Hasina, Joy, Putul, Rehana, Bobby, and Ruponti in the area around Road No. 203 in the diplomatic zone of Sector No. 27 of the Purbachal New Town project.​
