Process begins to bring back Hasina, Tulip: ACC

The Anti-Corruption Commission has started the process to bring back deposed prime minister Sheikh Hasina and her niece Tulip Siddiq, said its commissioner Brigadier General, retd, Hafiz Ahsan Farid on Tuesday.

‘We have started the work. The ACC has started the process of bringing them back,’ he said while talking to reporters at the ACC office in Segunbagicha in Dhaka.

After the interim government took office, several cases were filed against Sheikh Hasina and her family members on charges of murder, enforced disappearances, corruption, fraud and abuse of power.

The ACC filed six cases against Sheikh Hasina and her family members on charges of abusing power and forgery in obtaining 60 katha plots of 10 katha each in a RAJUK housing project.

When asked about bringing former UK minister Tulip Siddiq back to the country, Hafiz Ahsan said, ‘We have sent documents from here to the home ministry which is called a Mutual Legal Assistance Request (MLAR).’

‘It will go to the foreign embassy through the foreign affairs ministry. From there it will go to the Bangladesh embassy. We have started that work. The ACC has started the process of bringing them back,’ he added.

Regarding the return of Tulip Siddiq, he said he could not tell about the legal process of how to bring her back to the country.

‘A case has been filed against her as a Bangladeshi citizen,’ he said.

Mentioning Tulip as a Bangladeshi NID and passport holder, he added, ‘The letters given to her have been sent to her Bangladeshi address. We do not consider her a foreign citizen. When the case was filed she was staying abroad. Initiatives will be taken to bring her back.’

‘We are at the stage of agreements with various international anti-corruption agencies. We will get help from them once the deal is done,’ he said.​

ACC to seek Interpol’s assistance to bring members of Sheikh family back to Bangladesh

The Anti-Corruption Commission (ACC) has said it will move to issue arrest warrants through Interpol to bring back to Bangladesh deposed prime minister Sheikh Hasina and seven members of her family accused in a corruption case over land allocation.

They face charges involving the allocation of plots in the Purbachal project of Rajdhani Unnayan Kartripakkha (RAJUK), according to bdnews24.com.

In addition to Hasina, her son Sajeeb Wazed Joy, daughter Saima Wazed Putul, sister Sheikh Rehana, nephew Radwan Mujib Siddique, nieces Tulip Siddique and Azmina Siddique Ruponti are among the accused.

The court has already permitted the issuance of an Interpol arrest warrant for Putul, and officials said appeals will be filed against the others soon.

ACC Director General Akhtar Hossain told bdnews24.com, “Within the legal framework, investigating officers have full freedom to issue red alerts, arrest warrants, or take other legal action against anyone found to be involved in an investigation.”

Six cases were filed against Hasina and her family members in January on charges of obtaining plots in the Purbachal New Town project of RAJUK through “abuse of power and irregularities”.

The anti-graft agency is also submitting charge sheets in those cases.

The Awami League’s 15-year rule ended on Aug 5, 2024, following a

mass uprising led by students and the public.

After stepping down as prime minister, Hasina fled to India, where she has remained since.

Putul currently serves as the regional director of the World Health Organization’s South-East Asia Regional Office (WHO SEARO) and is in India for her duties, while Joy has been living in the US for many years.

When Hasina fled to India, there were reports that her sister Rehana accompanied her, but there has been no confirmation of her current whereabouts.

Rehana’s children are British citizens—Tulip is a British MP, Ruponti also lives in London, and Radwan, who was in Dhaka before the uprising, is believed to have left the country.

Arrest warrants have been issued in multiple of the six cases filed against them.

The International Crimes Tribunal (ICT) has also issued a warrant against Hasina on charges including genocide and enforced disappearance.

Bangladesh has requested India to return Hasina under the existing extradition treaty, but there has been no official response.

Following the fall of the Awami League government, the ACC launched an investigation on Dec 26, 2024, into alleged irregularities in the allocation of six plots in the Purbachal New Town project registered in the names of Hasina and five family members.

The 0.02-hectare plots were allocated in the names of Hasina, Joy, Putul, Rehana, Bobby, and Ruponti in the area around Road No. 203 in the diplomatic zone of Sector No. 27 of the Purbachal New Town project.​

Foreign Affairs Adviser Md Touhid Hossain on Thursday said the government would continue to pursue the extradition of former Prime Minister Sheikh Hasina, currently reported to be in India since August 5 last year.

"I don't know who regrets how much, but we see the matter this way - if necessary, the matter will be followed up," he told reporters at the Ministry of Foreign Affairs when a reporter asked whether there was any regret over the government's failure to bring Hasina back nearly a year after the formal request.

Bangladesh had sent a diplomatic note (note verbale) to India in December last year, along with a set of supporting documents, formally requesting Hasina's extradition.

On the issue of water-sharing agreements, including the pending Teesta deal and the renewal of the 30-year-old Ganges Water Sharing Treaty - set to expire next year - Hossain stressed that such matters need to be resolved through bilateral discussions.

Regarding media reports suggesting that a recent meeting between Dhaka, Beijing and Islamabad was intended as an alternative alliance to SAARC, Adviser Hossain clarified that this interpretation was inaccurate.

The meeting never seemed to be an alternative to Saarc, he said, adding that it was a meeting to discuss some areas of cooperation and it was no way an alliance.​

During the party’s ongoing programme marking the first anniversary of the uprising in Chuadanga, Nahid, referring to a recently published BBC documentary, said, ‘Sheikh Hasina gave orders to open fire. She also asked using lethal weapons. Hasina and her party Awami League were responsible for the killings.’

‘Hasina and the Awami League will not be allowed in Bangladesh,’said Nahid while addressing a brief rally at Boro Bazar, Chuadanga town on the ninth day of the party’s countrywide rally.

Nahid, also a former central leader of Students Against Discrimination that spearheaded the July uprising to oust the Awami League regime on August 5, 2024, stated that the Hasina-led government carried out killings and enforced disappearances in the country with the direct and indirect support of Indian government.Bangladesh-themed souvenirs

The Hasina-led regime fell through a mass uprising and the Indian government is providing shelter to her and her party leaders in India, said the NCP leader, urging people to support the NCP to initiate pro-Bangladesh politics in the country.

The NCP began the march on July 1 from Rangpur by offering prayers for uprising martyr Abu Sayed as part of its July 1- August 5 countrywide programme to mark the first anniversary of the uprising.

A group of student and youth leaders who led the uprising formed the NCP on February 28.

Nahid also spoke about the Indian aggression, including fair share of water from the transboundary rivers, and border killing issues.

He also told the people to say ‘no’ to the corrupt and extortionists.

‘Boycott those who support the extortionists and the corrupt. The NCP will be with you,’ said Nahid.

On the ninth day of the party’s countrywide programme, NCP leaders and activists, including the party’s member secretary Akhter Hossain, chief organiser for North Sarjis Alam, chief organiser for South Hasnat Abdullah, and chief coordinator Nasiruddin Patwary, among others, participated in the marches and rallies in Chuadanga and Jhenaidah districts.

The NCP is scheduled to hold marches in all districts till July 30, demanding trial of the Awami League and its leaders for the massacres during the mass uprising, reforms in various sectors, and a new constitution aiming at building a discrimination-free Bangladesh.

The party leaders and activists will hold marches and rallies in Magura and Narail districts today.​

India has not responded to Bangladesh’s formal request to extradite ousted prime minister Sheikh Hasina, more than seven months after a diplomatic note was sent seeking her return for trial.

Speaking at the Foreign Service Academy on Monday, Foreign Advisor Touhid Hossain said Dhaka is still “waiting” for a response from Delhi.

Asked about the diplomatic efforts to bring back Hasina on the first anniversary of the July Uprising, he said: “You know, we have never kept it a secret that we want her to be returned so she can face justice.”

“The trial process has already started. Whether someone comes or not, the trial cannot be held up for that,” he added.

Awami League chief Hasina has been in India since fleeing there on Aug 5 last year, amid intense mass protests.

Several senior leaders of her party have been arrested, though most reportedly remain in hiding.

The interim government has moved to prosecute Hasina and others for what it terms as “genocide” and “crimes against humanity” during the crackdown on the student-led protests last year.

More than 50 such complaints were filed between Jul 5 and Aug 5 with the International Crimes Tribunal’s investigation agency and prosecution office.

In one case, Hasina has been shown as absconding, allowing the trial to begin in her absence.

On Dec 23 last year, Bangladesh sent a “diplomatic note” to the Indian government requesting her return under the existing extradition agreement.

Indian media reports at the time suggested Delhi was unlikely to send her back and might take months to issue a formal reply.

Asked if international cooperation might be sought given India’s silence, Touhid said: “If the government ever deems it necessary, it may happen.

“But at the moment, we do not see such a need,” he added.

Tensions have persisted in Dhaka-Delhi relations since the formation of the interim government on Aug 8, following the fall of the Hasina administration.

India, in violation of the existing prisoner exchange treaty, has continued its push-ins along the border.

From May 7 to May 31 alone, India forcibly pushed 1,222 people into Bangladesh, and the practice remains ongoing.

On the government’s “policy” response to these push-ins, Touhid said: “There is no such policy. If someone is staying illegally in India or lacks proper documents, they can detain them and notify us.

“We will verify their citizenship, and then they can be officially handed over.”

The advisor said the push-in approach “circumvents” the agreed process. “We do not accept it under any circumstances and have objected.”

He added, “We told them ‘When you gave us lists, we verified them. Once we confirmed citizenship, we accepted their return. So you should stick to that method’.

“But they’re still doing push-ins. It’s unfortunate. We’re protesting.”

When asked what Bangladesh can do if the practice continues, Touhid said: “Obviously we’re not going to fight a war. The only path is diplomatic. That’s what we’re pursuing.

“It hasn’t worked yet. But we hope it will, eventually. There’s nothing more we can do,” he added.​

Allowing former Prime Minister Sheikh Hasina, who is currently in hiding in Delhi, to speak with mainstream Indian media is not at all conducive to relations between the two countries.

Therefore, Bangladesh has requested India to immediately stop giving Sheikh Hasina access to Indian media platforms.

Today, Wednesday, Indian Deputy High Commissioner Pawan Badhe was summoned to the foreign ministry in Dhaka, where the message was conveyed by the Director General of the South Asia Wing on behalf of Bangladesh.

The Deputy High Commissioner was called to the ministry earlier in the day.

According to diplomatic sources, Bangladesh formally expressed deep concern to the Indian diplomat over the opportunity given to Sheikh Hasina—who has taken refuge in India’s capital, New Delhi—to speak to mainstream Indian media.

The foreign ministry stated that providing shelter to a notorious fugitive accused of crimes against humanity in Bangladesh, and giving her a platform to make anti-Bangladesh, hateful, and provocative statements encouraging terrorism, is not conducive to fostering a constructive bilateral relationship between the two countries.

The Indian diplomat was asked to convey Bangladesh’s request to New Delhi to immediately stop Sheikh Hasina from speaking to the media.​

New Delhi has not yet responded to Dhaka’s request for the extradition of deposed prime minister Sheikh Hasina, who fled to India for shelter on August 5, 2024 amid a student-led mass uprising, although 10 months have elapsed.

A Bangladesh senior foreign ministry official on Wednesday confirmed that they did not receive any response from the Indian side to its request for sending back Sheikh Hasina.

Hasina is facing trials at the International Crimes Tribunal for committing crimes against humanity during the July uprising.

The official seeking not to be named said that they had sent all necessary documents with a note verbale to the Indian government to extradite Sheikh Hasina in December following the ICT warrant for her arrest, but had not yet received any response from New Delhi.

The issue was still under process, said the official, confirming that the ministry did not give any reminder in this regard.

Asked about other members of Hasina’s cabinet accused in the ICT cases for July atrocities and hiding in India, the foreign ministry officials said that they had requested the extradition of Hasina only as they had no confirmation about others hiding in India.

On October 28, foreign affairs adviser Md Touhid Hossain said that Bangladesh sought extradition of former prime minister Sheikh Hasina following legal aspects and subsequent court order but did not get any reply from the Indian side.

‘We have followed the legal aspect that we have and we have asked them to return her as per the court order. Let them look into it. They are yet to reply,’ he told reporters while responding to a question at the foreign ministry on the day.

On December 23, 2024, the foreign ministry sent a note verbale to its Indian counterpart, requesting the extradition of Sheikh Hasina on charges of genocide and crimes against humanity committed during the July-August mass uprising, including scores of murder cases.

Hasina, also the Awami League president, has been staying in India since the ouster of her 15-year autocratic rule on August 5 leading to the formation of the interim government led by Professor Muhammad Yunus on August 8, 2024.​
