Could well be they have some incriminating evidence on these being Indian intel ops, they've all but said so in so many words, but to "expose" .. and go to the media and say

"ae vekkho.. Modi de fingerprintan, call traces, and confessions from hitmen.."

would be a bit of a breach of protocol but, and won't be good for them..

Iran kills dissidents and rogue citizens in third countries fairly routinely. Israel does the same. This seems to be somewhat of a baptism of sorts for India? India is so big and overpopulated that what could 1 or 2 percent Sikhs goin do even if all of them turned hostile?
