Yes, but BVR fights also allow for a bigger escape envelopes.

Also, not every aerial fight is between fighter vs fighter.. you could be tasked with taking out helos, refueller tankers, cargo and transport, or to intercept a stray small plane where you need visual confirmation.. why waste mehengi mehengi missiles for small things ?
