Russian Ambassador to Bangladesh Alexander Grigoryevich Khozin on Monday called for reducing tensions in Bangladesh to create a conducive environment before the next national election scheduled for February 12 next year.

During his first interaction with a small group of journalists since his arrival in Dhaka, the Ambassador also highlighted the importance of reducing Bangladesh’s tensions with its neighbour India. ‘The sooner you reduce tensions with India, the better.’

The interactive session was held at the Embassy of the Russian Federation. Alexandra Khlevnoy, the director of the Russian House in Dhaka, among others, spoke at the session.

Responding to a question, Ambassador Khozin said this (reducing tensions) is important for both countries and the entire South Asia region.

Touching upon geopolitical implications, he said they have read statements of both Bangladesh and India, including comments of foreign affairs adviser Md Touhid Hossain, and said the two sides are trying to find a balanced way to reduce tensions as soon as possible.

The Ambassador highlighted the role of India and Russia during 1971 and acknowledged India’s help in gaining Bangladesh’s independence - shoulder to shoulder together.

He said they are not interfering with the two countries’ bilateral relations but they think it will be wise to find a way so that the tension does not escalate further from the current level.

The Ambassador said the relations should be based on mutual trust and confidence.

He welcomed the election date announced by the Election Commission and said they are expecting that the election will be held on time - February 12. ‘This (announcement of polls schedule) is a positive trend.’

Regarding sending election observers, the Ambassador said they are in touch with the Election Commission and they are waiting for the official invitation from the Election Commission.

Ambassador Khozin said they are very much interested in creating such a positive, friendly and nonviolent and violation free atmosphere for the upcoming election. ‘This is very important for us.’

He said they are interested in reducing the tension in Bangladesh as it is very important for the election.

The Ambassador said Bangladesh remains their second largest trade partner in South Asia. For the past three years, despite the existing global hindrances, he said, the bilateral turnover steadily exceeded 2 billion US dollars.

He said Russia mainly exports machinery and agricultural products to Bangladesh and imports ready-made garments and textile goods.

He said Russia has been continuously contributing to the food security of Bangladesh being one of its key sources of food and agricultural products, including wheat and fertilizers. In 2025 the export volume of Russian wheat to Bangladesh is 2 million tons.

‘This year we managed to achieve two times the increase in the supply of Russian fertilizers and mustard seeds to your country. We have also supplied almost 400 thousand tons of potash fertilizers to Bangladesh this year. Export of Russian veterinary vaccines has also increased by 25 percent,’ he said.

‘Our flagship development project is the construction of Bangladesh’s first nuclear energy facility – Rooppur nuclear power plant. ‘Rosatom’ State Corporation and its engineering division ASE are building the plant utilizing the most advanced engineering solutions, following the most stringent safety standards and environmental requirements,’ he said.

Once commissioned, he said, the Rooppur NPP will contribute to the stability of national energy security, providing an additional 2,400 MW to the grid.

Moreover,he said, it will create an entire hi-tech industry for the benefit of Bangladesh’s agriculture, health sector and engineering.

‘Another field of our bilateral cooperation is gas production. Since 2012, Russian company ‘Gazprom International’ has designed and built about 20 wells, including 7 on Bhola island,’ he said.

Ambassador Khozin said a significant amount of natural gas has been discovered there. Gazprom is interested in continuing its operations in Bangladesh by participating in drilling, seismic survey and gas transportation projects.

The company’s proposals for gas evacuation and exploration of new fields are under consideration.

Ambassador Khozin said Russian exporters of LNG and crude oil are in the discussion to arrange the supplies of these products on a long-term basis that will meet the needs of Bangladesh facing shortage of energy resources required for the rapidly developing economy and daily communal activities.

Besides, he said, Russian companies engaged in the sphere of renewable energy are ready to share their developments with the Bangladeshi partners, as well as to invest in this sector and open joint ventures.

Ambassador Khozin said a skilled work force from Bangladesh is in demand in many countries, and Russia has joined this list.​
 

Dhaka seeks duty-free, quota-free access for Bangladeshi products in Russia

Dhaka has sought duty-free, quota-free access for Bangladeshi products in the Russian market.

Foreign Minister Khalilur Rahman made the request during an official bilateral meeting with his Russian counterpart Sergey Lavrov in Moscow on Monday, said a press release received in Dhaka today.

The two leaders discussed the entire gamut of bilateral relations and their wider engagement and cooperation in the regional and international forums including the United Nations.

Delegates present at the meeting from the Bangladesh side were Humaiun Kobir and Nazrul Islam.

Khalilur Rahma is currently visiting Moscow at the invitation of his Russian counterpart. He further requested Russia to support Bangladesh for concluding an FTA between Bangladesh and Eurasia Economic Commission (EEC). Currently, EEC has five members namely Russia, Belarus, Armenia, Kazakhstan, and Kyrgyzstan.

Khalilur Rahman sought Russian support for Bangladesh to be an official member of BRICS and SCO to which Russian Foreign Minister replied positively.

Bangladesh Foreign Minister also requested for the safe repatriation of a number of Bangladeshis stranded in Russia. Foreign Minister Lavrov assured full consideration of his government of this matter.

Thanking the government of Russia for the fuel loading of the first unit of Rooppur Nuclear Power Plant, the Bangladesh Foreign Minister requested Russian Foreign Minister to extend full support in expediting the commissioning of the second unit as planned.

The two Foreign Ministers discussed about the recruitment of more manpower from Bangladesh for safe and secure jobs. They stressed the need for an early concluding of all pending MoUs and agreements between Bangladesh and Russia including two agreements namely the readmission agreement and the human resource agreement.

During the meeting, both Khalilur Rahman and Sergey Lavrov also recollected their friendship began four decades ago when they were representatives of their respective countries to the United Nations.

Foreign Minister Khalilur Rahman recalled the historic contribution of the former USSR during Bangladesh’s Liberation War. The former USSR was one of the first countries to recognise Bangladesh.

Both the Foreign Ministers looked forward to the 55th anniversary of their diplomatic relation in 2027.

Reiterating their vows to widen and strengthen bilateral relations with Bangladesh, Russian Foreign Minister Sergey Lavrov warmly congratulated Bangladesh Foreign Minister for being elected as the President of the 81st Session of the UNGA. Foreign Minister Khalilur Rahman thanked Russia for its support to his UNGA Presidency candidature.

Both the Foreign Ministers also discussed about the safe, secure, and dignified repatriation of forcibly displaced Rohingya people from Bangladesh to their homeland and Foreign Minister Lavrov indicated that the Russian government would be willing to help in finding a lasting resolution of the issue.

Thanking the Russian Foreign Minister for welcoming him in Moscow, the Bangladesh Foreign Minister invited his Russian counterpart to visit Bangladesh at a mutually convenient time.​
 

Bangladesh seeks Russia’s support for BRICS, SCO entry

Bangladesh has sought Russia's support for joining BRICS and the Shanghai Cooperation Organisation (SCO) as the two countries discussed strengthening cooperation among Global South nations in international forums, including the United Nations.

The issue came up during a bilateral meeting between Bangladesh's Foreign Minister Khalilur Rahman and his Russian counterpart Sergey Lavrov in Moscow today.

"The Russian foreign minister replied positively," Bangladesh's Ministry of Foreign Affairs said in a statement, referring to Dhaka's request for support in securing membership in BRICS and the SCO.

BRICS -- originally comprising Brazil, Russia, India, China, and South Africa -- is an intergovernmental grouping that serves as a political, economic, and diplomatic platform aimed at increasing the influence of the Global South in international governance.

The bloc expanded in 2023 with the admission of Egypt, Ethiopia, Iran, Saudi Arabia, the UAE, and Indonesia. Bangladesh also applied for membership that year but did not secure sufficient support.

The SCO, meanwhile, is a major Eurasian political, economic, and security alliance consisting of ten member states. Bangladesh is seeking to expand relationships with these countries.

Khalilur arrived in Moscow on Sunday for a three-day visit at Lavrov's invitation. Prime Minister's Foreign Affairs Adviser Humaiun Kobir and Bangladesh Ambassador to Russia Nazrul Islam also attended the meeting.

During the talks, Khalilur requested Russia's support for concluding a free trade agreement between Bangladesh and the Eurasian Economic Commission (EEC), whose members are Russia, Belarus, Armenia, Kazakhstan, and Kyrgyzstan.

With annual bilateral trade exceeding $2 billion, Bangladesh also sought duty-free, quota-free access for its products in the Russian market and requested a faster registration process for Bangladeshi goods.

The two sides reviewed progress on the Rooppur Nuclear Power Plant. The first unit of Bangladesh's first nuclear power plant was commissioned on April 28, while the second unit is expected to begin operations later this year.

Once fully operational, the plant is expected to generate up to 10 percent of Bangladesh's total electricity supply.

The ministers agreed to expand cooperation in a range of sectors, including industry, power, energy, agriculture, research, technology, culture, education, tourism, transport, and defence.

Khalilur also invited Russian investment in Bangladesh's special economic zones and hi-tech parks, particularly in light and heavy engineering, food and agro-processing, petrochemicals, steel manufacturing, and information technology.

The two sides further discussed the recruitment of Bangladeshi workers for safe and secure employment opportunities in Russia and emphasised the need for the early conclusion of pending memorandums of understanding and bilateral agreements.

Lavrov reiterated Russia's support for the repatriation of Rohingyas to Myanmar and also expressed support for efforts to repatriate Bangladeshi nationals stranded in Russia.

The Russian foreign minister congratulated Khalilur on his election as president of the 81st session of the United Nations General Assembly (UNGA).

He expressed support for Khalilur's efforts to improve the efficiency of the UNGA and strengthen the UN's role in addressing increasingly complex global challenges.

Bangladesh and Russia will mark the 55th anniversary of diplomatic relations in January 2027.

"We want to celebrate this upcoming anniversary with concrete agreements," Khalilur said.​
