India’s “2 nm GPU by 2030” effort is not yet demonstrated as a comparable advanced chip the way China’s 2 nm efforts might be judged—because the plan described is mainly chip design / development, with fabrication likely outsourced (from TSMC Taiwan).
NO Fabrication will occur in India. So if Chip Design and Development will be done in India, Bangladesh is also doing that (albeit at a smaller scale) using CAD programs for Chip design.

C-DAC is tasked with developing the GPU by 2030 and says an early preview will be shown by end-2025.
It also says India is unlikely to get a next-5-years domestic 2 nm fabrication plant, so it would likely be made at scale with TSMC.
The claim is essentially: “2 nm GPU” as a target achieved in the system/product timeframe, not that India has already built a complete, in-house 2 nm manufacturing ecosystem.
Chips are not Poha (চিড়া) that you can press and develop them in absence of a production eco system.

China has built that semiconductor mfg. eco-system, India has not. Dilli door ast. Many many Billion dollars of investments are necessary.
And for what? Just for India to be self-sufficient in chips? What will they be used for - when India is mainly a backward agricultural 3rd world country with per capita income (nominal) lower than that of Bangladesh? And urbanization and industrialization rate lower than that of Bangladesh? Get real!
It will take India at least a decade to catch up with China. That is - if Indians were as efficient as the Chinese. Given who Indians are - I will give it two decades, with luck. Meanwhile - every other country will have moved on.
