I do recall at least two Iranian rockets killing farm hands in Balochistan.

Terrain, Gujrat swamp/marsh is a natural border, Jammu and Kashmir, much of it cant be fenced, high mountains, snow. Plains of Punjab are fully fenced, Rajasthan also mostly fenced but shifting sands make it tricky to cover it all.
