Thin Cement is nothing but a mix of 50% Acetone and 50% butyl acetate. Butyl acetate is ~$25/gallon from woodworking suppliers and acetone runs around 10/gallon. So in theory you could make a lifetime supply of "extra
thin cement" for under $40 (Rs. 3200).
Surgical instruments like scalpels are wonderful substitutes for X-Acto knives. Scalpel handles come in many styles. I have all of these in dozens, they are all made in Sialkot Pakistan.

Among Scalpel blades, they come in two sizes (handles to fit the blades are two sizes as well- large and small) and each of these have numbers assigned. In my use, Nos. 23 and 11 have been the most useful (nos. are imprinted on each blade and these I believe are larger size, please check), the former No. 23 for general whittling and carving. Any medical surgery supply house in India will have these. Chinese blades are sharp enough, but in India test first. In the picture below see the two sizes of handles.
