In the 1980’s Iran had no weapons industry and bought weapons from the black market and learnt a very painful lesson. A doctrinal change in military culture and tactics was implemented learning from mistakes and a whole new asymmetrical warfare concept was created to fight opponents not on their terms, thereby negating their advantage in sophistication/ superiority.

The results of this policy are in front of us today.

They all got together the US, Soviets and the Chinese to stop Iran from demolishing Iraq. A decade and a half later the US handed over Iraq to Iran on a platter.
